本研究旨在探討台南縣公立托育機構評鑑表現情況，運用94年度台南縣政府社會局委託嘉南藥理科技大學辦理「托兒所評鑑報告」資料為探討，本次受評對象為各鄉鎮（市）公立、村里托兒所計28家，實施評鑑項目指標有（一）行政管理（二）教保活動（三）衛生與保健（四）環境與設施。並分析接受評比之各托育機構在不同的背景變項下，對評鑑項目之成績會有影響。
本研究首先以電話查訪各托兒所之基本資料，做為背景變項，再以訪談法深入瞭解評鑑工作實況，進行對評鑑成績統計彙整呈現其次第，與其相關因素進行基本描述，採分類、分組按整體趨勢做簡易分析。研究結果發現：
一、人員設置充足與否對托兒所評鑑成績會有差異。
二、托兒所屬性不同對托兒所評鑑成績會有差異。
三、經費執行的決算數多寡對托兒所評鑑成績會有差異。
四、本次評鑑整體成績，衛生保健表現最佳占32.33％，行政管理次之占29.77％，再為環境與設施占22％，教保活動表現最弱占15.90％。
五、公立托兒所經營困境有：未賦予所長充分權力、保育員專業水準與評鑑委員要求尚有差距、資源使用普遍匱乏，一致看法認為，公立托兒所仍有存在必要，基於
弱勢兒童之需要。
事實上，兒童福利積極含義即包括，衛生、教育、福利三者，與托育服務密切相關，必須同時推進，才能為兒童打造最佳環境；最後，本文根據研究發現並提供數據與資料，可提供後續研究之參考。

This research aims at probing into evaluation in Affiliated Education Organization in Tainan County. The research discusses about evaluation report of the child-care centers that form the social office of Tainan County government gave Chia-Nan Technology University to take care this research in 2005. The research is from each town to public village of child-care center, there are total 28 Units in this research.
They have 4 focuses in this evaluation:(1)Administration management (2)the Activity of education and child-care.(3)Hygiene and Health(4)Environment and Facility. We are going to analyze and compare with each child-care organization in different backgrounds, and the result will effect the evaluation.
At first, we study from the Telephone Investigate for each child-care center that is to be the variable factor of background in the study and then I used the Interview way to understand the real work deeply. Go on the evaluation score to appear the order from gather together whole Statistics Instead of relevant factor we go on to do basically description, used number of times to classification the statistical analysis percentage. Result of study and discovery:
1. It will have difference in evaluation score of child-care centers with sufficient teachers whether or not?
2. It will have difference in evaluation score of child-care centers from different child-care centers.
3. It will have difference in evaluation score of child-care centers from expenses of revenue and expenditure.
4.This whole evaluation score, Hygiene and Health has 32.33% which is the best one in this score, taking second place is Administration management which has 29.77%, and then the Environment and Facility has 22%, the most weakly is the Activity of education and child-care it has 15.90％ .
5. Manage of Predicaments in public child-care centers: Chiefs of institute don't have abundant power, they still have higher requires of the professional teacher of child-care and the information is not to be used very much. In the general speaking, it is essential existence for the public childcare centers because the weak children need.
In fact, Children's Welfare positive meaning include Hygiene, Education and Welfare are all close to childcare service. We must move forward at the same time, therefore, we could make the best environment for children. Finally, according to my study to come out with this thesis and I present the data and materials which can offer the reference of follow-up study.
