本研究目的在於從利益關係人的角度探討在好美寮海岸地區劃設海岸緩衝區，先由文獻資料分析好美寮海岸地區的背景條件、海岸緩衝區的概念與劃設流程以及在好美寮海岸地區劃設海岸緩衝區的研究。
本文是以半結構式訪談與問卷調查做為研究方式，根據好美寮海岸地區的使用方式分析區域內的利益關係人；藉由訪談與問卷瞭解利益關係人對好美寮海岸地區現況的看法，並且探討利益關係人對劃設海岸緩衝區的意見和建議，將研究分析所得結果做為探討利益關係人立場的依據，依結果用SWOT分析方式提出在好美寮海岸地區劃設海岸緩衝區的可行性策略。

The purpose of this study is to examine the application of coastal buffer zone approach to sustainable development of Howmeiliao coast by exploring stakeholder‘s perspectives. In the literature review the background of Howmeiliao coastal areas, the concept of coastal buffer zone, the process for coastal buffer zone, and relevant studies regarding the coastal buffer zone of Howmeiliao coast areas are presented.
This study uses semi-structured interviews and questionnaires to collect data. The data include: the Howmeiliao coast areas, the stakeholders’ views and opinions on the status of Howmeiliao coast areas, and their suggestions on the design pattern of coastal buffer zone. Based on the above data collected, a SWOT matrix was made and feasible options for the planning of coastal buffer zone designing in Howmeiliao coastal areas were proposed.
