台灣扣件(螺絲、螺帽等緊固件)產業在全球非常重要,是全球第 3大扣件出口國,而且品質、交期與客製化能力是台灣的重要競爭優勢。而面對美國對部分扣件課徵高關稅,對台灣出口廠商造成衝擊以及中國大陸的低價扣件對台廠構成重大競爭壓力,產業趨勢與市場也逐漸朝多元化方向轉型,許多業者積極開拓非美市場,例如歐洲、東南亞市場等等,若台灣的螺絲螺帽扣件產業通過 IATF 16949汽車產業品質管理系統的認證。這不僅是符合國際汽車工業要求的基本門檻,更是打開市場大門、成為長期供應鏈夥伴的關鍵,更是提升台灣扣件產業競爭力的方式。本研究以一個案公司為對象,分別訪談四位各部門代表,藉以了解在此各個案公司在導入IATF 16949之中的現況與問題,以及對於公司內部以及營運上的影響。研究結果顯示,個案公司導入IATF 16949外部拉力(市場機會)與內部推力(管理升級)的雙重作用,效益已在市場端與品質穩定性上獲得初步驗證,然內部仍需持續致力於組織溝通與流程優化,以確保系統能更有效率地融入日常作業,縮小管理層與基層員工之間的認知差距。
This study investigates the implementation and effectiveness of the IATF 16949 Automotive Quality Management System in the Taiwan nut fastener industry. Utilizing a single case study of Dayang Industry Co., Ltd., the research explores the strategic motivations, execution processes, and organizational challenges encountered by small and medium-sized enterprises (SMEs) aiming to enter the global automotive supply chain.
The methodology involves a systematic five-stage framework (P1-P5) and the integration of the Five Core Tools (APQP, PPAP, FMEA, MSA, and SPC). Results from qualitative interviews and empirical data indicate that IATF 16949 significantly enhances external performance, including reduced PPM levels and improved customer trust from Tier-1 manufacturers like Toyota. However, the findings also highlight a "cognitive gap" between management and floor staff regarding documentation burdens.
The study concludes that successful implementation requires not only technical mastery of core tools but also robust organizational change management to foster a culture of continuous improvement. These findings provide a practical roadmap and theoretical foundation for quality management upgrades in the fastener industry, emphasizing the transition from mere compliance to operational excellence.
