海洋空間規劃(Marine Spatial Planning, MSP)透過分析與分配海域活動的使用及時空分佈,減少海域使用者之間的衝突,注重權益關係人的參與,被視為達成海洋環境永續發展的理性規劃方法。然而,國際間許多案例研究發現,MSP在規劃過程中仍然面臨經濟增長與環境保護之間衝突、權益關係人溝通平台成效不彰等課題。如何有效解決經濟增長、社會需求和環境永續之間找到平衡已成為現今MSP推動的重要課題之一。近年來,藍色經濟(Blue Economy)一詞在海洋治理方面受到全世界的關注,藍色經濟是一套整體規劃的概念,透過MSP方法整合傳統與新興海洋產業與其他海洋事務,同時考量環境、經濟、社會三大層面,維持健康的海洋生態系統,降低環境危機與生態衝擊,有效利用海洋資源和促進經濟增長改善人民生活。本研究透過比較分析法整理出國際間實施MSP規劃後的效益以及面臨的挑戰,並導入國際間倡議藍色經濟理念,建構一套能兼顧經濟發展需求與海洋資源永續,透過權益關係人參與來共同規劃永續發展管理方案,並且適合臺灣的永續藍色經濟的海洋空間規劃架構,以供政府推動海洋治理政策之參考。本研究提出融入藍色經濟之海洋空間規劃具體步驟如下:
(1) 藍色經濟政策研擬(以生態系統為優先考量之海洋產業發展規劃)
(2) 科學基礎的功能分區規劃(整合海洋研究數據的海域空間與資源分配)
(3) 海域利用願景規劃與管理計畫執行(權益關係人參與規劃與法治化的管理計畫)
Marine Spatial Planning (MSP) is seen as a rational planning approach to the sustainable development of the marine environment by analyzing, allocating spatial and temporal distribution of marine activities. Many studies, however, have found that in the planning process, MSP still faces conflicts between economic growth and environmental protection. On the other hand, the term Blue Economy in recent years has gained worldwide attention in marine governance, which is a holistic planning concept that considers environmental, economic, and social dimensions to maintain marine ecosystems while also effectively using marine resources to promote economic growth. In light of this, this study used a comparative analysis to examine the benefits and challenges of MSP from the implementation of international studies. Importantly, this study introduced and integrated the concept of Blue Economy into the MSP process to propose a Blue Economy Marine Spatial Planning (BEMSP) framework that concerns both economic development and sustainable marine resources, then plans a sustainable development management program with stakeholder participation. The BEMSP framework is expected to propose to government decision-makers for improving the marine management system, and thus to promote the sustainable development of Taiwan's maritime areas. The following specific steps were proposed to integrate Blue Economy into the MSP: (1) Blue Economy policy development; (2) Scientific-based functional zoning planning; (3) Vision planning and management plan implementation.
