為了提升行政效率與服務品質,行政機關嘗識將企業管理手段導入行政管理中,但因主事者不了解策略管理的內涵及步驟,或是衡量指標未與目標連結、將執行過程當作成果指標等,導致執行能力不足、成效不彰。
本研究以我國某地方政府稅捐稽徵機關為例,藉由蒐集個案公開資料,以及參考內部成員訪談內容,結合研究者個人之觀察,依循平衡計分卡之精神及實施程序,推導個案組織使命與願景,發展主動服務和完善稅捐稽徵兩大策略議題。按顧客、財務、內部流程及學習與成長等4個構面,選出16個策略目標,並垂直連結繪製策略地圖,另設定合宜之衡量指標與目標值,橫向建構適合地方稅捐稽徵機關之平衡計分卡,以連結策略管理與績效管理。
Business Management Systems have been introduced into the public sector to improve administrative efficiency and service quality. However, the execution capability and effect are not as high as expected because some supervisors are lack of knowledge of strategy management, measures are not correctly connected to strategic objectives, and execution processes are mistaken as outcomes.
The research is based on an in-depth case study at the “T” Local Tax Bureau in Taiwan. The materials are acquired from a review of plans, records and reports, semi-structured interviews with employees of various divisions within the “T” Local Tax Bureau, with the participant observation from the researcher. Following the spirit and implementation procedures of Balanced Scorecard (BSC), the study tried to find the mission and vision, developing two major strategic themes – “initiative services” and “complete taxation”. In the customer, financial, internal process, and learning and growth perspectives, sixteen strategic objectives are selected and connected vertically to form a Strategy Map. The sixteen strategic objectives are also connected horizontally to measures and targets, to construct a BSC for a local tax bureau.
