本研究為評估臺南安平海域發展水域遊憩活動之可能性，利用問卷調查方式至安平海域-觀夕平台及漁光島秋茂園，調查從事海洋遊憩活動之民眾對於兩海域發展水域遊憩活動條件之表現滿意程度、重視程度，以及利用獨立樣本t檢定與單因子變異數分析(One-way ANOVA)，評估目前遊客對海域利用之情況有無顯著差異，並使用重要-表現程度分析法(Important-Performance Analysis, IPA)探討及比較兩地海域從事水域遊憩之現況是否有改善之處。透過IPA分析法，可以了解遊客對安平海域地區的遊憩環境重視度與滿意度有無落差，並加以分析，提出應檢討與改善之處，以供未來管理單位在經營管理、規劃及改善之參考。
　　本研究結果顯示，觀夕平台及漁光島秋茂園兩地所從事水域遊憩活動之民眾，雖然對於目前兩海域整體滿意度呈現普通滿意的情況，但從問卷分析中滿意度最低及重視度最高的問項可發現，未來若要更進一步的增加滿意度，則兩地海域需針對下列三方面之重點項目優先進行改善措施：(1)衛生方面包含海灘清潔度及衛浴淋洗設備；(2)舒適度方面為有無乘涼休息之設施；(3)安全方面包含救生設備及救生員與救護站、海域活動範圍標示、水域安全警告標示以及遊憩區域指示等三種標示之清楚度。本研究建議在衛生方面可透過定期清除海灘廢棄物及增設公共衛浴淋洗設施兩方式予以解決；舒適度方面可採增設涼亭或遮雨棚等方式提供民眾有暫時休息的地方；安全方面可透過指派救生員定時定點輪值巡守、設置定點救護站與救生設備，來加強民眾從事水域遊憩活動之安全性，提高民眾對於從事水域遊憩活動的滿意度。

In order to evaluate the development of marine recreational activities in Anping area, Tainan, the study employ a questionnaire survey on two coastal areas in An-Ping, i.e., the Sunset Platform and Yu-Guang Island. The survey uses the degree of satisfaction and attention as indicators to evaluate the attitude of tourists towards the development of marine recreational activities in the two areas. Independent sample t test and one-way ANOVA were also used to evaluate if significant differences exist among the tourists for their utilization of coastal areas for recreational activities. Important-Performance Analysis (IPA) is used to explore if there is room for improvement for the future development of marine recreation in the coastal areas of An-Ping. IPA gives an insight into the importance and the satisfaction that the tourists feel about the marine recreational environment in the An-Ping areas. The results can provide the managing authority a direction for future planning and improvement.
The results show that the tourists involved in recreational activities in both areas are generally satisfied with the current conditions. The IPA shows that the following three aspects have the top priority for improvement in order to increase the level of satisfaction for the tourists: (1) hygiene aspect includes cleanness of beach, public restroom and showering facilities; (2) comfort level aspect includes amenities to sit or relax; (3) safety aspect includes life-saving equipments, lifeguards, first-aid stations, signs for the marine recreational activities and safety warning, instruction for the use of recreational zone instruction, etc. It is recommended that the beach be routinely cleaned up and amenities for hygiene be provided; pavilion be added to provide space for rest or relax; lifeguards and coastal patrols be assigned and life-saving devices be installed in order to increase the safety and the level of satisfaction for the tourists involved in the recreational activities.
