  • 由於經濟發展和氣候變化的當前趨勢,全球各地的災害頻率和不確定性正在增加。個人需要擁有適當的災害適應概念來應對各種災難。在台灣,位於臺南市的潛在淹水區佔了三分之一,其中降雨是淹水的主要原因。根據 IPCC 的情境分析,這種情況有明顯惡化現象。本研究探討了影響臺南八個區域居民風險認知和適應行為的相關因子,這些區域具有不同的淹水背景和條件。數據的收集使用了隨機方法,透過歷史有淹水紀錄的地區、淹水潛在地區和水患自主防災社區的有或無作為標準。結果分析使用 SPSS(v17.0)軟體進行處理,通過敘述性統計和推論統計的方式進行分析。結果顯示,潛在淹水地區的居民風險認知顯著較高,相較於非潛在淹水區的居民。結果還表明,參加防洪社區的居民在風險感知方面表現出顯著較高的準備程度,而非參與者則相反。然而,只有在有歷史有淹水記錄的區域,居民的對於氣候變遷的認知比較高,而在其他區域則較低。臺南已實施有效的非工程措施來提高洪水意識,但改善潛在淹水區居民的意識仍然是一個挑戰。

    Due to the current trends in economic development and climate change, the frequency and uncertainty of disasters is increasing worldwide. This calls for individuals to possess proper disaster adaptation concepts to cope with various calamities. In Taiwan, one third of the potential flooding area locates in the Tainan City, where rainfall is the main cause of flooding. This situation is expected to worsen as IPCC scenarios have illustrated. This study has explored some of the factors influencing residents’ risk perception and adaptation behaviors across eight districts in Tainan characterized by different flooding backgrounds and patterns. The data collection followed a randomized approach using locations’ flooding history, flooding potential and presence of flood resistant communities as criteria. The results were processed using the software SPSS (v17.0) and were analyzed through descriptive and inferential statistics. The results indicate that residents in potential flood-prone areas demonstrated significantly higher risk perception compared to those in non-potential flood-prone areas. The results also indicate that residents participating in flood-resilient communities demonstrated significantly higher preparedness in terms of risk perception compared to non-participants. However, significant differences in climate change awareness were only observed in areas with flood records, where residents exhibited higher levels of awareness compared to those outside the same areas. While Tainan has implemented effective non-engineering measures to enhance flood awareness, the challenge to improve residents’ awareness across potentially flooded areas remains.
