The coastal zone has been threatened not only by natural processes but also by anthropogenic exploitation. The dynamic interface where the land, water, and atmosphere interact, is constantly altered by natural and human life. Erosion on the Muaragembong coast occurred for years that also destructed biodiversity, because of failure in protecting the management process regarded as a federal disaster. This study adapted coastline change analysis in Muaragembong and review the disaster prevention plans from historical records. A framework of sustainable coastal zone management was therefore suggested. A series of satellite images is processed in digital processing of Digital Shoreline Analysis (DSAS) provided in ArcGIS to define risk assessment such as the erosion and accretion rate.
As a result, during 2000-2020 the average shoreline erosion rate was about -21.92 m/year in Pantai Bahagia. The highest erosion rate occurred between 2015-2020 with an average of -25.72 m/year. On the other hand, the accretion rate for the period 2000-2020 reached an average of 23.323 m/year in Pantai Harapan. The highest accretion rate occurred in the period 2015-2020 with an average of 27.78 m/year. The study ascertains that the mangrove exploitation for fishponds resulted in high flooding disasters. A flood-affected study area was also caused by the absence of a coastal barrier and the failure of a semi-concrete construction dam.
As a consequence, this study suggests a sustainable coastal zone management framework that includes three major steps: (1) preserving the natural coastal environment by restoring mangroves that mitigate erosion and the proper infrastructure for the prevention of future disasters; (2) considering social demand with the involvement of stakeholder participation alongside the coastal communities in decision making and execution; (3) promoting economic development by planning wise use for residents to obtain proper benefit incorporate coastal conservation and aquaculture.
