台灣係一典型海島國家，近年來由於政府及民間積極推動海洋觀光活動，其中包含重視所謂「海洋立國」的政策方向，帶動臺灣地區海洋運動觀光活動的發展。其中之水肺潛水活動逐漸趨於大眾化，然而潛水活動本身是一種具有潛在危險性的活動，如過程中每個環節未能注意，引發的危險事件會相當棘手，然而探究以往的潛水相關之規定與流程，業者多將重心放在遵守潛水能力證明與設備規定，以及國際潛水執照系統之程序，對於組織安全文化之運作與影響並未多作討論。因此，本研究旨在透過訪談，以及採用安全文化追蹤問卷，透過各項塑造安全文化的影響要素進行本身安全文化階段現況之探討，並擬定發展至下一階段的安全方案，根據綜合分析與討論，希冀最終達到持續改善的安全文化，並協助潛水業者建立主動積極的安全文化，以達安全永續經營之目標。研究對象為18 名我國國內潛水業者，透過質性分析與量化分析進行綜合討論，以下為本研究結果：(一) 國外潛水執照已有標準作業流程。而資深潛水員易自滿導致危險，但他們會去思考流程的可改善處。現階段我國國內缺乏潛點相關之規定與考試認證制度，只能被動的參照國外制度。 (二) 本研究統計國內潛水業者之總體平均安全文化分數為4.36，其代表目前所處之安全文化階段為第四階段-“合作階段”，若要持續提升安全績效，需透過各項關鍵要素進行改善，以達到”持續改善(Continuous improvement)”之安全文化最終階段。(三) 「教練年資」對於安全計劃與員工對於教育訓練的態度，以及「潛水年資」與「教育程度」對於經驗的收集與回饋均有顯著差異。

Scuba diving is one of the most prevalent marine tourism activities. Due to its increasing popularity, it is important to develop safety standards to promote the sustainable and healthy development of this recreational activity. Previous policies have focused on the certifications required for diving operations to run a diving business. However, there has been no mention of the safety culture of the industry, which is the key to deliver quality and safety diving service to customers. Therefore, this study aims to examine the current status of safety culture in this industry and provide suggestions to improve safety culture in diving industry.
