「策略決定成敗,管理決定盈虧」,隨著電信自由化的腳步,政府公營事業民營化政策的實行,其策略與影響如何?中華電信在此一洪流中,其內部組織與員工的情境是為管理決策關鍵,而不同者,由電信總局改制後的中華電信員工,每一個人皆是國家考試及格的公務員,其所面臨之變革煎熬及身份的變遷,更甚於其他公營事業員工。雖然也如同其他公營事業一樣,高喊多年民營化的政策下,仍未民營化,惟其對公務員身份改變的影響、工作權的保障及組織變革帶給員工的衝擊與壓力,著實深深影響每一位員工。
本研究主要以員工微觀心理作出發,探討員工在預期組織變革的心境下,其不確定感的要因,並透過不同層級的組織溝通、信任關係來瞭解其工作態度的反應;並且在組織溝通上再藉由不同層級的信任關係來瞭解工作態度反應,進而探尋在組織實務上有何管理意涵。本論文採用問卷調查的方式,並以中華電信南區分公司所屬員工為對象,共發放400份,其中有效問卷260份,經由SPSS因素、信度、相關、迴歸等統計分析、並再藉由LISREL(Linear Structural Relational)作線性結構關係模式分析,實證調查結果,獲致如下研究發現:
1.預期組織變革不確定感對組織溝通、信任有顯著的負向影響。
2.預期組織變革不確定感、信任分別對工作態度有顯著的正向影響。
3.信任對於預期組織變革不確定感與工作態度兩者間,具有中介效果。
4.信任對於組織溝通與工作態度兩者間,具有中介效果。
5.組織溝通及信任對於預期組織變革不確定感與工作態度兩者間,具有中介效果。
6.員工在預期組織變革不確定感中,以工作不安全感感受最深;在公司的組織溝通及信任關係上,則以公司內溝通及組織信任最弱。
7.不同年齡之員工在組織溝通及工作態度上有顯著差異;不同服務年資之員工在組織溝通、信任、工作態度上,有顯著的差異;不同學歷之員工在預期組織變革不確定感上,有顯著的差異;不同服務單位之員工在預期組織變革不確定感、組織溝通、信任及工作態度上皆有顯著的差異。
The State-run company of Chunghwa Telecom planned privatization under the wave of globalization and liberalization。It is still on the track toward privatization and have been downsizing,restructuring and merging over these years despite the Chunghwa union’s protests against this ongoing policy。
Under this anticipated organizational change, this study would attempt to determine the relationship among the employees’work reaction with different level of organizational communication and in terms of the employees’trust degree relationship。
This research regards the company of Chunghwa Telecom Southern Branch as the sample to issue 400 questionnaires totally and received 260 valid ones. By statistical analysis methods (SPSS , AMOS) we get some findings as follows:
1.The perception of anticipated uncertainty significantly negatively affects organizational communication and trust 。
2.The perception of anticipated uncertainty and trust significantly separately affects work attitude of employee 。
3.Trust is the mediator between the perception of anticipated uncertainty and work attitude。
4.Trust is the mediator between organizational communication and work attitude。
5.The perception of anticipated uncertainty originates from job insecurity significantly;Inner communication lacks most among organizational communication, organizational trust lack most among trust relationship。
