企業的競爭力主要來自於企業的核心能力與資源的發展,由於企業外在環境的快速變化,使得企業在制訂本身策略所需要考慮的因素以及執行策略所建構的組織架構,都必須重新調整與塑造。企業如何擬定本身的策略,並充分掌握本身的核心能力是非常重要的。然而,多數企業面臨到的問題是,沒有適當的工具可以用來輔助高階決策者去確認企業的核心能力,文獻上也少有這類型的研究,另外就是企業對於自己所具備的核心能力了解不夠,或對於究竟什麼是未來可發展的核心能力,缺乏認知與共識;這些問題通常可以借助於系統化的決策支援系統來降低其嚴重性。
因此,本研究發展一套評估系統來協助管理者去決定企業未來發展的核心能力。在系統開發方面,採取雛形開發法,並引入相關數學模式,藉此設計一個互動式的企業核心能力發展方案之策略性群體決策支援系統,並將此系統導入個案公司進行測試與修正,最後系統分析的結果符合高階主管心中的預期,並能有效的提供高階主管在決策時之參考依據。
Business competitiveness comes from core capability and resource development. The upsurge in global competition requires that enterprises must rethink evaluation factors to assess strategies and reorganize organization structure to implement strategies. It is imperative for enterprises to build strategy and develop core capabilities. However, the problem is no suitable tool to assist top management to determine their core capabilities. In addition, most firms lack cognition and consensus in developing their core capabilities that are vital to attaining competitive advantage. Hence, it is necessary to find more efficient ways by leveraging IT-based group decision support systems, which are rarely explored.
Therefore, the study develops a group decision support system to help top management and other relevant staff to evaluate all relevant factors in formulating development policies for core capabilities. Furthermore, adopting software prototype as a strategic group decision support system develops the framework. A real-world case is also used to demonstrate the prototype system. The results of illustrative example will be applied to revise the proposed system. After using the proposed system, the participating top management stated that they were comfortable with the system design and felt confident with the evaluation results. The proposed system satisfies their expectations. They view it as a useful and user-friendly approach to facilitate this task.
