  • 隨著全球5G網路持續部署與6G前瞻研究逐步展開,電信產業正面臨網路架構開放化、供應鏈多元化與營運模式轉型等挑戰。開放式無線接取網路(Open Radio Access Network, O-RAN)透過功能拆分、開放介面、虛擬化與智慧化控制,提供多供應商互通與彈性部署之可能性,因而成為全球行動通訊網路的重要發展方向。
    本研究旨在探討開放式無線接取網路於台灣電信業導入之可行性與挑戰,並從國際發展趨勢、台灣產業條件與專家實務觀點進行分析。研究方法採文獻分析與半結構式深度訪談,整理O-RAN技術架構、全球主要地區政策與導入現況,以及台灣O-RAN發展脈絡,並歸納功能、財務、組織與法規政策等面向之關鍵影響因素。
    研究結果顯示,O-RAN於台灣電信業具備一定導入可行性,但現階段仍以企業專網、示範場域與特定垂直應用為主要發展方向,距離大規模公眾行動網路商用部署仍有一定差距。台灣在資通訊硬體製造、O-RU設備、設備整合與驗測能量方面具備一定發展基礎,但在CU/DU軟體、雲原生管理、AI應用與跨供應商整合能力方面仍需持續強化。此外,多供應商互通、系統穩定性、SLA責任歸屬、投資效益與長期商業模式,仍是影響導入成效的重要限制。
    整體而言,短期內傳統RAN仍將是公眾行動網路之主要架構,O-RAN則較可能先應用於企業專網、示範場域與特定垂直應用,並朝有限度開放與單一主責窗口之模式發展。不過,其開放化、虛擬化、雲原生化與智慧化之發展方向,仍將持續影響未來行動網路演進。對台灣而言,若能結合既有ICT供應鏈基礎、驗測能量、場域部署經驗與政策支持機制,仍有機會於全球O-RAN生態系中建立較明確之產業定位與發展空間。

    As global 5G deployment continues and sixth-generation (6G) mobile communication research advances, Open Radio Access Network (O-RAN) has become an important development trend due to its open architecture, virtualization, and multi-vendor interoperability.
    This study explores the feasibility and challenges of O-RAN adoption in Taiwan’s telecommunications industry through literature analysis and semi-structured in-depth interviews. It examines global O-RAN development trends, Taiwan’s industrial conditions, and key influencing factors from functional, financial, organizational, and regulatory-policy perspectives.
    The findings indicate that O-RAN has a certain degree of feasibility in Taiwan, but it is currently more suitable for enterprise private networks, demonstration sites, and specific vertical applications. Taiwan has a foundation in ICT manufacturing, O-RU equipment, integration, and testing capabilities, while challenges remain in CU/DU software, cloud-native management, AI applications, cross-vendor integration, system stability, SLA responsibility, and business models.
    Overall, traditional RAN is expected to remain the dominant architecture for public mobile networks in the short term. O-RAN is more likely to develop through limited openness and a single point of responsibility, while its open, virtualized, cloud-native, and intelligent principles will continue to influence future mobile network evolution.
