本研究旨在探討中型營造業之經營策略。首先以五力分析營造產業,再以SWOT分析探討公司「內部」狀態之優勢(Strengths)與劣勢(Weaknesses),及公司面對「外部」環境狀態之機會(Opportunities )與威脅(Threats)。最後,利用深度訪談的方式分析產業專家們之專業意見,以提出個案公司能創造競爭優勢的經營策略。
本研究依據SWOT 內外部分析與TOWS 的矩陣分析策略構面架構,彙整訪談逐字稿獲得個案公司策略規劃的命題。本研究之結果指出,在整合內部優勢與外部機會的策略方面:(1)營造廠經由差異化創新,達成顧客導向的服務,可滿足顧客需求,提升公司競爭力;(2) 公司自己設立專屬的工程隊,能力多工的性質與彈性的組織架構,可帶來公司的差異化與競爭優勢。在運用外部機會扭轉內部劣勢的策略方面:(1) 提升知識力、溝通力與資源整合能力,建立與科技產業的夥伴關係,是營造業持續發展的關鍵;(2) 把握營造核心技術,延伸價值鏈活動至毛利較高的房地產開發與建設、房屋銷售或裝潢等價值鏈活動,可有效捕獲附加價值,支持公司持續成長。在強化內部優勢避免外部威脅的策略方面:取得營造業ISO 45001 認證、勞安執照與機器設備操作執照可提高競爭門檻,避免外部威脅。在改善內部劣勢避免外部威脅的策略方面:(1) 改造企業文化,強化「照顧員工福利」及「合作廠商共同獲利」之宗旨,可協助企業永續經營與長期獲利;(2) 改善人員績效考核與激勵可提升人力資本,避免外部威脅;(3) 改善營造業的數位能力,可提高生產力與服務品質,避免外部威脅。
本研究之成果可提供中型營造同業擬定經營策略之參考,強化其競爭力,達到公司永續經營的目的。
Construction industry is the traditional and fundamental pillar for the development and growth of a country. The lack of generally acknowledged good management strategy and the highly variable market make it difficult for the operation of a construction company. Besides, the low entry barrier for construction industry has led to the hyper-competitive business environment. In recent years, the return of Taiwanese manufacturers from China and the rapid expansion of Taiwan semiconductor industry have significantly disrupted Taiwanese construction market. The rising raw material price and shortage of qualified technical personnel have caused direct impacts on the operating costs, especially to the small- to mid-size construction companies. The proper management of financial plan and human resources are now more critical than ever for companies to survive and thrive.In this research, Gang-Wei Construction Company (Gang-Wei) was selected as the object of study. Semi-structured interview questions were designed to explore the operation strategy employed by Gang-Wei. Senior managers, chief engineer, subcontractors, proprietors, and competitors were interviewed. SWOT analysis was used to further evaluate the management strategy and provide insights into the practical and sustainable business model.
