為保護豐富的自然資源、防護易受極端氣候所造成的災害及避免海岸地區土地的濫用，「海岸管理法」於2015年2月4日公布，並依其第8條及第44條規定，擬定「整體海岸管理計畫」，以作為各地方政府擬定二級海岸管理計畫的最高指導原則，而該計畫也已於2017年2月6日公布實施，各地方政府應辦理及配合二級海岸管理計畫的擬定。
而本研究以文獻回顧及資料蒐集來彙整台灣海岸保護區及防護區的現況背景及美、日兩國的海岸管理計畫，並以此探討二級海岸管理計畫對於地方職責、法律依據和社會參與三個面向應有認知。為釐清地方政府對於現在和未來二級海岸管理計畫制定及執行所會預見之困難種類及因應的策略，本研究以問卷調查法及半結構式訪談蒐集管理者之態度與想法，進而提出地方政府研擬管理計畫之參考建議。研究結果顯示，海岸地區所牽涉的事物及單位非常廣泛，各地方政府認為現階段地方政府的承辦人力不足，且除了高雄、屏東、基隆有專責海岸事務之機關外其他地方縣市大多為水利及都市發展相關單位，以致產生大部分承辦員背景與海洋事務無關。再者，各目的事業機關之間的尚未有明確的協調機制，以致對當地海岸管理計畫的擬定皆有不同的想法及意見。最後，計畫的擬定及執行更需地方居民及非政府之利益關係人的參與，而地方政府對此也抱持著樂觀其成的態度，期與公眾產生良好的關係以達成共同合作管理之理念，以落實地方的二級海岸管理計畫。故本研究提出幾點建議：1. 設置海岸專責管理單位、2. 建立協調機制、3. 中央政府舉辦講席、4. 地方政府定期舉辦說明會、5. 培養公私良好關係、6. 提升民眾對於海岸的認知。

Most people in Taiwan live in coastal zones, competing for limited space and marine resource to gain economic development. In Taiwan, the Coastal Management Act was enacted on February 4, 2015, and the Integrated Coastal Zone Management Plan was promulgated on February 6, 2017, as the highest guiding principle for local governments to make a second-grade coastal management plan. Here, examined the approach of local governments for the development of a second-grade coastal management plan, the problems encountered, and future strategies for its implementation. Based on a questionnaire using a 5-point Likert scale and a semi-structured interview, this study identifies the types of difficulties that local governments foresee for the development and implementation of a second-grade coastal management plan. One problem for local government is the lack of dedicated coastal agencies to integrate with the relevant units involved in coastal affairs, meaning that the backgrounds of most case officers are unrelated to ocean affairs. Furthermore, resulting in a lack of professional knowledge and conflict between the competent authorities. There is no clear coordination mechanism between the various competent authorities of local government, which makes it difficult for the authorities to cooperate and communicate with each other from the outset of the plan. Finally, this study emphasizes the importance of collective consideration of local duties, the legal basis of the plans and social participation because of their interactive functional dynamics.
