近年來公部門開始推行立面整修補助,如文化部依《文化部辦理私有老建築保存再生計畫補助作業要點》推行之建物整修補助、高雄市都市發展局的高雄市老舊建築物整建更新推動計畫等,皆以改善都市景觀、活化街區為目,進而形塑良好都市意象。然而,在資源有限的情況下,每年僅少數建築物可獲得補助;哪一棟老屋應優先整修,才能將街區振興之效益最大化成為一大課題。在感官中以視覺系統對環境資訊及複雜的處理程序最為重要,透過視覺取得都市環境資訊,並形成知覺後再轉變為認知。因此,大多數環境感知以及景觀評估研究都著重在視覺維度上的感知過程。本研究以麻豆為實證地區,係因其發展時間較早,保留了不同時期之建築物,文化內涵深厚。臺南市政府2020年公告《麻豆歷史街區計畫》,期藉此計畫帶動地方的文化意識促進街區再生、振興地方。本研究回顧視知覺觀點及評估指標之相關文獻,分析歷史老屋之可視程度,並比較整修前後都市景觀之差異,評估歷史老屋立面修繕之效益,作為公部門補助歷史老屋立面整修之參考。因此,首先蒐集研究地區之立面現況、建築風格等基礎資料並建置底圖,分析各建築物之立面大小及可視程度。此外,也考量兩側建築物之建築風格,釐清修繕前後之差異。研究結果發現,在過去文獻中視知覺觀點下對於建築立面之分析,多以立面可視性、街道景觀連續性等2指標進行分析。麻豆歷史街區中,立面可視性較高之建築物多位於轉角或路沖處,如興中路、中正路交叉口之允成食品等。而改善街道景觀連續性程度較高的建築物則多屬立面較寬之新式建築。最後,將上述指標分析之成果與《麻豆歷史街區計畫》提出的補助序位交叉比對,進一步提出建築物立面整修之優先次序。期待未來立面整修補助在改善都市景觀的目標之下,精準打擊,使補助更有效益。此外,期許本研究之成果通過適當的調整亦可作為都市設計審議或與都市景觀改善之相關措施評估之輔助判斷的工具。
In recent years, the public sector has begun to implement facade renovation assistance, such as the building renovation assistance implemented by the Ministry of Culture. The Kaohsiung Urban Development Bureau's Kaohsiung City Old Building Renovation Assistance Renewal and promotion plans aim to improve the urban landscape and revitalize the neighbourhoods. However, with limited resources, only a few buildings can receive façade subsidies each year. Therefore, which government should renovate old houses first to maximize neighbourhood revitalization benefits will become a significant issue. Among the senses, the visual system is the most important for environmental information and complex processing procedures. Vision obtains Urban ecological data, and perception is formed and then transformed into cognition. The Tainan City Government announced the Madou Historic District in 2020, hoping to use the historical district plan to drive the local cultural awareness to promote the district's regeneration and the goal of revitalizing the place. This research reviews the literature on visual perception viewpoints and evaluation indicators, analyzes the visibility of historic old houses, compares the differences in urban landscapes before and after renovation, and evaluates the benefits of the refurbishment of historical old houses as a public sector subsidy for the renovation of historical old houses. Therefore, first, collect basic information such as the current status of the facade and architectural style of the research area and build a base map to analyze the size and visibility of each building's facade. The study results found that buildings with higher elevation visibility are mainly located at corners or roads, such as Yuncheng Food at the intersection of Xingzhong Road and Zhongzheng Road. The buildings that improve the continuity of the street landscape are mostly new-style buildings with wider facades. It is expected that the future facade renovation will make the subsidies more effective. In addition, it is hoped that the results of this research can be used as an auxiliary judgment tool for urban landscape improvement.
