美濃鎮永安聚落的空間形成，是基於生活水源的取得難易，所以選擇三溪會合處建立成庄，依循著原有傳統風水和生活習慣，而發展出獨特的空間型態，但是隨著1968年現代的都市計畫在美濃鎮頒佈實施後，卻導致傳統聚落的空間紋理逐漸地被摧毀取代，因為規劃者的思考模式是以歐美空間規劃理念來出發，從住宅區、商業區、工業區等使用分區與計畫道路的劃設，逐漸造成原有聚落空間的分割解離，而且在沒有融入當地的環境特質情形下，易於產生聚落景觀的同質化外，也造成地方居民的生活場域零碎與歷史情感遺忘…等種種問題。是故，本文以有實施都市計畫的永安聚落為研究範圍，藉由傳統聚落發展過程的分析解構，來探討從都市計畫的公佈實施後至今，其計畫執行對於原有的生活場域的影響衝擊，並試圖提出修正改善的方法與建議。

本文主要是探討都市計畫對於傳統聚落發展的衝擊影響，故選擇從日據時期直到至今為研究的時間範圍，並以美濃鎮都市計畫公告實施的時間點（1968年）作為依據，分為二個時間向度：都市計畫的形成塑造過程（1895－1968年）與都市計畫的實施執行後至今（1968－2006年），來研究美濃鎮永安聚落空間的發展過程，以圖面資料的疊圖分析為主，文獻史料考證為輔，並配合實地田野調查的參與觀察與深入訪談，試圖建構傳統聚落的歷史發展與演變歷程，來探討都市計畫實施對聚落空間紋理的影響性，最後再提出適宜的因應對策來加以修正改善。

希望透過永安聚落實例研究的分析結果，了解都市計畫的實施對於傳統聚落發展之衝擊影響，並試圖藉由整合傳統聚落發展與都市計畫實施之間的協調關係，對於現行都市計畫體系的操作執行，提出適宜的修正方法與建議外，也重新建構發展出傳統聚落規劃應有的空間思維。

The formation of Yongan settlement was based on the difficult degree to acquire the drinking water in Mei Nung, and therefore the local village to the commoners’ houses was developed in the junction of three streams. According to the traditional Feng Shui and lifestyle, and the locals developed the individual space organization in Mei Nung. But after the Mei Nung. Town implementation of urban planning in 1968, soon the spatial texture of traditional settlements were destroyed and replaced. Due to the planners ’s thinking mode of urban space planning which is affected on land use and the construction of new roads from European and American, the original spaces were divided and separated bit by bit. However, it doesn’t only brought the landscape homogenization ,but also removed the living field and history of the construction under the situation .This research discussed that the urban plan impacted on the development of traditional Settlement from the Japanese Occupied Period in Taiwan to now. This article depicts the implementation of the urban plan in Mei Nung（1968） from two stages divided by its developing process, one of which was announced before（1895-1968）, and the other was the period after the urban plan was implemented（1968-2006）. This study also illustrates the villages space patterns of those two stages by primarily overlaying analysis、employing the literature reviewing method、deepening interview and the field-investigate. It is hoped that this study will offer applicable technique and an useful framework for the system of the current urban planning, and then construct the new viewpoints of the traditional settlement planning.
