近十年台南市的房價從原本的六都之末飆升至第二名,十年來漲幅已超過40%。房價的飆升主要原因來自於台南科學園區的崛起,藉由政府的承諾與優惠方案吸引了大量的廠商加入投資行列,其中又以台灣積體電路有限公司(台積電)的加碼投資更是為台南科學園區的成長注入一股強心劑。
翻閱近十年台南科學園區的各項產業的營業額,其中積體電路產業獨占鰲頭屹立不倒,從2013年的2554.9億元到2021年10月的5812.88億元,整整成長了328%。「台南經發局」資料:台積電在台南投資額已達台幣1兆 1,500 億元。在「台積大聯盟」的經營模式下,產業聚落凝聚了大量的廠商、人潮與錢潮,整個台南市的房價也跟隨著台南科學園區的成長而成長,不僅園區周邊城鎮的的房價勢如破竹一發不可收拾,也連帶的帶動了其他偏遠鄉鎮的房市崛起。舉凡與科學園區相鄰的三個行政區:善化、新市、安定近十年房價的漲幅分別為47%、39%、49%。偏遠鄉鎮關廟、歸仁、大內也都有超過50%的成長表現。
本研究採用多元線性回歸模型探討經由內政部時價登錄房價與科技部資料庫提供之園區廠商與從業人口數;相對於台積電投資台南科學園區對於台南市房價之影響。利用SPSS 統計軟體與R程式語言進資料分析並得出模型結論。
In the past decade, Tainan's housing prices have soared from the last of the six capitals to the second place, with an increase of more than 40%. The main reason for the soaring housing price comes from the rise of Southern Taiwan Science Park (STSP), which has attracted a large number of manufacturers to join the investment ranks with the government's commitments and preferential programs.
Among them, the overweight investment of Taiwan Semiconductor Manufacturing Co., Ltd. (TSMC) was a shot in the arm for the most growth of STSP.
Looking up the turnover of various industries in STSP in the past decade, the integrated circuit industry stands out, from NT$ 255.49 billion in 2013 to NT$ 581.288 billion in October 2021, an entire growth of 328%. Based on the data from Tainan City Government Economic Development Bureau, TSMC's investment in Tainan has reached NT$1.15 trillion. Under the business model of TSMC Grand Alliance, the industrial clusters have gathered a large number of manufacturers, crowd and money, and the housing prices throughout Tainan City have grown along with the growth of STSP, not only the housing price in the surrounding towns of STSP is unstoppable, but also the rise of the housing market in other remote towns. For instance, the three administrative districts adjacent to STSP, Shanhua, Xinshi and Anding districts have increased their house prices by 47%, 39% and 49% respectively in the past decade. The remote townships of Guanmiao, Guiren, and Danei districts also have a growth rate of more than 50%.
This research adopts the multivariable linear regression model to investigate the impact of the investment of TSMC in STSP on housing prices in Tainan through the actual price registration of real estate transactions administered by Ministry of the Interior and the number of manufacturers and employees in STSP provided by the statistics database of Ministry of Science and Technology. SPSS statistical software and R programming language were used to analyze relevant data and draw model conclusions.
