  • 面對二十一世紀變動快速的新紀元,全球性競爭的壓力日異嚴峻,而創新可以說是企業生存與成長的原動力。本研究以創新系統觀點為主軸,將組織創新氛圍、區域創新系統成效及產業群聚網絡作為干擾變數,探討企業學習導向對創新能力及企業經營績效的影響。本研究針對國內科學園區、相關園區、以及一般工業區內之廠商,共計192家作為研究樣本。
    研究發現企業之學習導向會顯著正向地影響其創新能力;而創新能力、區域創新系統成效及產業群聚網絡,均會顯著正向地影響其經營績效;企業之組織創新氛圍在學習導向及創新能力間形成顯著干擾效果;以及具學習導向的企業需透過創新能力的提升,才能進一步的對其經營績效產生拉抬的作用。研究亦經由專家問卷發現,區域創新環境的建構是提升區域創新系統成效最有效果的政策指標。本研究成果將可作為政府在推動「產業創新條例」的落實,以及規劃相關區域內區域創新系統成效與產業群聚網路發展之依循與參考。

    Innovation indeed is a driving force behind business sustainability and growth in the age of rapid change and global competitiveness in the 21st century. Using the innovation system as the main shaft and the organizational innovation climates, effect of regional innovation system, and network of industrial cluster as the moderating variables, this study examines the effect of the enterprise learning orientation upon the innovation capabilities and the business performance. 192 firms from the domestic scientific, industrial parks and others are sampled in the research.
    Empirical study reveals that the enterprise learning orientation leads a significant and positive influence on the innovation capabilities.And the innovation capabilities, the effect of regional innovation system, and network of industrial cluster possess the same positive effect on the business performance as well. Organizational innovation climate forms moderating effect between the the enterprise learning orientation and innovation capabilities .Improving the industry innovation capabilities can better the business performance. This research through by expert- questionnaires finds that constructing the regional innovative environment is the most effective policy to improve the effect of regional innovation system. Results of this research hopefully can make a good reference when the government practices “Industrial Innovative Regulations”, plans the effect of regional innovation system and the development of industrial clustering network.
