    SUMMARY
In order to establish an effective operational management system, chain enterprises must establish a set of operational performance measurement systems to assess the current operational efficiency of every branch, which serve as a basis for market expansion to continuously improve business performance and competitive advantage. Based on actual operation management data from the case enterprise— JIT rapid haircut chain, this study use data envelopment analysis method to assess the operational efficiency of every branch and examine whether geographical location, business circle type, store type, store age, and bonus contracts affect store efficiencies. The research results show that JIT rapid haircut management of decision makers and managers at all levels can adjust their branch expansion strategies through the analysis of branch efficiencies by data envelopment analysis (DEA). Moreover, DEA efficiency evaluations also serve as the basis for improving management decision to achieve optimal efficiency.
Key words: Data Envelopment Analysis (DEA); operational efficiency

    INTRODUCTION
In the past 12 years, the rapid development of the haircut industry has become increasingly fierce in the market. Under the influence of the global economic recession, most enterprises are facing a dilemma of lower revenues. Therefore, in addition to continuing to strengthen the business model, In addition to product strategy, operation process, access and market segmentation, service and value strategy, the key issues are how to further improve the operational efficiency of chain stores, and assist in the rapid growth of the chain business. In addition, for business owners, in the face of whether to introduce new technology decisions, “cost” is usually the primary consideration. In addition to the initial investment entry costs, the associated extended cost management, especially the chain store operation performance. The improvement of economies of scale is an important issue for the rapid management of chain operation management.
    MATERIALS AND METHODS
This study aims to analyze the business performance of JIT's fast-cutting chain stores using data envelopment analysis. Specifically, this study uses JIT Fast-cut out 84 branches in Taiwan as the evaluation unit, and analyzes the data from the branches of the Republic of China from January 1, 104 to the Republic of China from 107 to December 31. In the data envelopment analysis, the output variables are defined as operating income (service income, product income), and the input variables include salary, miscellaneous expenses, electricity charges, rent, and number of haircuts. The study evaluates the difference in performance according to the classification of region, store type, business district type, store manager type and store age, in order to obtain the management direction of improving the efficiency of store, to reduce operating costs and increase. The company is profitable and aims to improve the operational efficiency of chain stores. The conclusions and recommendations of the analysis are listing below.
And try to use data envelopment analysis ( DEA)'s output-oriented SBM and Super SBM models for cross-sectional analysis. JIT quickly cuts the impact of the established funds and manpower inputs of 84 branches on the output of each chain store, and performs time series (each year) and Cross-section (each area) analyzes the operational management performance of each store. Regression analysis is carried out by the least squares method (OLS) to understand the operational performance of the stores in different locations. Finally, a comprehensive analysis of the above methods is carried out.
    RESULTS AND DISCUSSION
First, operational efficiency is best in the Taitung-Hualien area and lowest in the Greater Taipei area. In terms of the operational efficiency of the store in the geographical location of the store, although there are long-term problems such as difficulty in recruitment, operational management, and logistical support in the Taitung-Hualien area, the business circle is concentrated and the competition is low, and the hairdressing designers are employee locally. Therefore, it is easy to deepen the brand and business circle management in the Taitung-Hualien area for a long time and establish a solid customer relationship. In the future exhibition store strategy that should be targeted at the priority exhibition stores that have the opportunity to become the first brand in the region to cut the first brand of hairdressing chain.
Secondly, in terms of store type, the operating efficiency is the best in the store type, and the general store type is the lowest. The general store type is based on the hundred-dollar haircut as the core product, providing simple washing, simple blacking hair dyeing services and hair products (cleaning, styling, maintenance series) sales. The sample of the store type of the store is base on mass merchandisers. However, the counters located in the store are located at a certain point, but there are short leases and large impacts on the operating policies of the retail channels. This has the challenges and limitations of high renewal uncertainty and derivative costs of high-value shopping malls. As far as the business district is concerned, the research results show that shopping malls have the best operational efficiency and the lowest railway and MRT business districts. In the future, if there is an opportunity for long-term stable cooperation with large-scale retail stores, the development of other business districts still been classified as a business district type of priority evaluate. In order to expand the number of store-type stores in the store, managers should first think about how to form an ecological circle with the retail stores and create a business model of value before they can continue to operate. The size of the store and the age of the store and the operational efficiency are highly correlated.
The study also found that the operating efficiency of the contracted store manager is better than that of the general store manager (non-signed store manager). In addition to the monthly personal performance bonus of the original design, the contracted store manager enjoys the performance bonus of the contracted store manager, which is the incentive mechanism for the company to effectively retain talents and motivate work performance. Therefore, the contracted store manager's business performance is better. The results of this study show that in the future, In order to improve the operational efficiency of a single store, it is necessary to increase the number of contracted store managers. Finally, the size of the store and the age of the store are highly correlated with the operational efficiency. This result shows that the sample company should pay attention to the stability after the opening of the store, and gradually increase the number of cabinets, so that the operation in time and the operational performance will be reveale.

    CONCLUSION
Continuous improvement of operational performance and expansion of economies of scale are important strategic objectives of JIT's rapid cut-and-shoot chain operation model. It is expected to evaluate the results of its rapid haircut chain operation performance through Data Envelopment Analysis (DEA) as a reference for improving the performance of the domestic hairdressing 100-yuan rapid haircut chain industry. However, in the future, it is still possible to study the relationship between the questionnaire data, the customer satisfaction survey, the employee's seniority, or the talent retention system, such as participation in capital preservation dividends, and operational efficiency.
