在台南市最近一次之身心障礙者生活需求調查研究報告中，發現身心障礙者無論在就養、就學、就醫、就業各方面皆有不同之需求，因此如何協助其解決生活各方面之壓力與需要極為重要，且這些需求都是政府當局必須去面對及採取有效因應對策的。
過去政府機構大都是以被動式服務思維來任事，但隨著資訊科技的發達，現階段的政府部門應以主動式的e化服務來取代傳統的人工服務，在現今全球資訊化的時代，政府單位更是需要運用網際網路的資源來擴大服務身心障礙者，故建構起全球化資訊社會的虛擬又實質的互動平台是件刻不容緩的大事。
本研究希望能藉由台南市最近一次的身心障礙者生活需求調查研究，整理出一些較具代表性的數據與相關的需求，再配合現今網際網路資訊科技，將上述的需求進一步規劃發展出一個主動式服務互動平台雛形，期能拋磚引玉讓政府相關單位正視身心障礙者的需求，更希望能提供他們一個既溫馨又快速的互動管道。本研究結果發現互動平台可提供線上預約及查看功能，也可提供使用者線上問卷的功能，同時可以用來管理個案及機構，更可藉由此互動平台機制來建立後端資料管理，且由此平台的運作能呈現調查後的績效回饋及作為下次執行調查的修正依據。

In the latest report on the survey of the living demands of people with disabilities in Tainan, it was discovered that they have different demands in housing, education, medical care and employment. Therefore, how to offer assistance and address their pressure and needs in various aspects in life is extremely important. Moreover, these demands are all what the government must take effective measures to confront.
In the past the government was confined to the passive service thinking. But with the development of information science and technology, the government at present stage in an era of globalized information should adopt the active e-service in place of the traditional. Nowadays, the government needs to expand the service to people with disabilities by using the Internet resources. Therefore, constructing a virtual but substantially interactive platform for the globalized information society is urgent.
Through the report on the survey of the living demands of people with disabilities in Tainan, this study hopes to focus on some representative data and correlative demands, and coordinate the nowadays Internet information science and technology. Thus, an active and interactive service model platform is developed. This study wishes to offer some valuable ideas which help the government to facing up to the people with disabilities demands, provide them with warmly and fast interactive channels. The result of this study concludes that the platform can provide on-line appointment and check service, on-line questionnaire survey service, case and organization management mechanism, establish the data management of back-end through the mechanism of the interactive platform, the operation of which will be able to present some after-investigation feedback which in turn serves as the revision basis for further investigation.
