  • The research seeks to examine the effectiveness of disaster management system in Kunshan community towards the 2016 Meinong Earthquake through qualitative research that include in-depth interviews. A three-element model adapted from Yang (2010) is used as the research framework that includes information, resource mobilization, and stakeholder collaboration as the independent variables. The independent variables were used to study how they influence the effectiveness of the disaster response through efficiency and satisfaction. The research findings revealed that the exchange of information between the community residents and Professional Emergency Responders was spontaneously carried out and community residents were well informed as majority of the interviewees had been participating in the flood and natural disaster prevention program for several years enabling them to operationalize their knowledge received from disaster management trainings. Internal resources both economic and non-economic resources such as social, cultural, and physical capacities were found to be embedded in the community to achieve disaster resilience as well as efficient allocation and distribution of external resources. It also revealed the existence of disaster management system at community level and that stakeholders’ collaboration required leadership and trust to respond effectively. Based on the findings, few suggestions have been put forward to serve as guidelines for stakeholders in improving disaster management system at a community level.
