  • 半導體產業在技術快速演進、市場需求高度變動與全球供應鏈競爭加劇的情境下,企業內部經常需要進行組織與人事調整,以維持營運效率與市場競爭力。然而,頻繁的組織變革雖有助於提升企業反應速度,卻也可能造成決策延遲、流程重工、跨部門協調成本增加,以及員工對未來方向的不確定感,進一步影響組織信任與團隊向心力。
    本研究以 A 公司為研究個案,探討半導體設備產業中頻繁組織與人事變革對執行效率與員工向心力之影響。A 公司同時包含工廠端與客戶服務端兩種不同工作情境,前者強調製程穩定與生產效率,後者則著重即時回應與客戶支援,因此適合作為觀察不同組織情境下變革影響之個案。
    研究方法採質性個案研究法,透過半結構式深度訪談蒐集資料,共訪談六位來自工廠端、客戶服務端及人資部門之受訪者,並以主題編碼法進行資料分析。研究結果顯示,組織與人事調整對執行效率之影響具有明顯階段性。短期而言,變革容易造成決策流程延長、工作重工與溝通成本提高;長期而言,若新角色與流程逐漸穩定,效率則有機會恢復甚至提升。其中,工廠端因高度依賴跨部門默契與技術協作,因此受到的衝擊較為明顯;客服端則因具備制度化流程與跨區支援機制,較能吸收部分變動所帶來的影響。
    研究亦發現,員工在變革期間最大的壓力來源並非變革本身,而是對未來方向與角色定位的不確定感。當組織缺乏透明且一致的溝通時,容易降低員工對管理階層的信任,進而影響工作投入與團隊穩定性。此外,中階主管在變革過程中扮演重要的「轉譯者」角色,其能否有效將高階決策轉化為具體工作安排,將直接影響員工對變革的理解與接受程度。
    綜合研究結果,本研究認為,頻繁變革對組織的影響,並非僅來自結構調整本身,而是來自變革過程中協作關係、角色認知與信任連結的重新建立。因此,企業除了追求組織敏捷與效率提升外,更應重視溝通品質、中階管理能力,以及預防性人力規劃與知識傳承機制,以在高變動環境中維持組織穩定與人才韌性。

    This study examines how frequent organizational and personnel changes influence operational efficiency and employee cohesion within the semiconductor equipment industry under an environment characterized by rapid technological advancement, shifting market demand, and intensified global supply chain competition. In order to sustain operational performance and maintain market competitiveness, semiconductor companies are often required to continuously adjust organizational structures, workforce allocation, and cross-functional responsibilities. However, while organizational transformation may enhance responsiveness and strategic agility, it may also lead to decision-making delays, workflow rework, increased coordination costs, and growing employee uncertainty regarding future organizational direction, thereby affecting organizational trust and team cohesion.
    A company was selected as the case study for this research. As a semiconductor equipment-related enterprise, A Company includes both factory-side and customer service-side operational contexts. The factory organization emphasizes process stability and manufacturing efficiency, whereas the customer service organization focuses on rapid response capability and customer support continuity. The coexistence of these two distinct operational logics provides a valuable opportunity to examine how organizational change influences working environments within the same enterprise.
    This study adopted a qualitative case study approach. Data were collected through semi-structured in-depth interviews with six participants from factory operations, customer service management, and human resources functions. The interview data were analyzed using thematic coding techniques. The findings indicate that the impact of organizational and personnel adjustments on execution efficiency demonstrates a clear stage-based characteristic. In the short term, organizational changes tend to prolong decision-making processes, increase workflow rework, and raise communication and coordination costs. In the long term, operational efficiency may gradually recover or improve once new roles, collaboration mechanisms, and workflows become stabilized. The study further reveals that factory-side operations are more vulnerable to organizational disruption because they rely heavily on technical experience, cross-functional collaboration, and tacit operational understanding. In contrast, customer service operations are relatively more resilient due to institutionalized procedures and cross-site support mechanisms, which help absorb disruption caused by organizational changes.
    The research also finds that employees’ primary source of stress during organizational change does not originate from the change itself, but rather from uncertainty regarding future direction and role expectations. When organizations fail to provide transparent and consistent communication, employee trust toward management tends to decline, thereby influencing work engagement and team stability. In addition, middle managers play a critical “translational” role during organizational transformation. Their ability to convert strategic decisions into clear operational actions significantly affects employees’ understanding, acceptance, and adaptation to change.
    Overall, this study suggests that the organizational impact of frequent change is driven not only by structural adjustment, but more importantly by the reconstruction of collaboration, role recognition, and trust throughout the change process. Therefore, beyond pursuing organizational agility and operational efficiency, enterprises should place greater emphasis on communication quality, middle management capability, preventive workforce planning, and knowledge transfer mechanisms to maintain organizational stability and workforce resilience in dynamic industrial environments.
