在全球化浪潮的衝擊下,各先進國家相繼將文化產業列為經濟發展的重點,文化產業成為21世紀最熱門的新興產業。學術界對於文化產業的討論,從二戰後法蘭克福學派對大眾文化的批評,轉而關注其在經濟發展中扮演的角色,特別是利用文化經濟政策推動都市的再發展。因此,文化產業的經濟衝擊分析成為近年來的研究重點。
但多數研究僅止於文化產業的直接就業與產值的計算,忽略了產業間投入產出的間接效果。少數研究雖以凱因斯乘數計算經濟衝擊,但受限於初級資料的調查,實際上操作不易。而投入產出分析正可同時解決以上問題。
本研究的成果有二,首先,嘗試用可操作的分類方式來定義文化產業,最後將十三項文化產業分成量產、現場體驗、大眾傳播、傳統商品和創意服務五種類型。第二,採用投入產出分析來探討文化產業,完成以下內容:(一)文化產業的產業特性分析、(二)文化產業經濟衝擊分析、(三)透過價值生產鏈的描繪,探討文化產業與其他產業的關係。這在國內對文化產業的研究中是一個新的嘗試。
Facing the wave of globalization, advanced countries considered the cultural industries as the focal point of economic development one by one. Besides, the academic discussions on cultural industries also shifted from the criticism after WWII on mass culture to concerning the role of cultural industries in the economic development, for example, the promotion of urban regeneration by cultural economic policies. Therefore, the analysis of economic impact of cultural industries increasingly becomes the popular issue in recent years.
However, most researches only count the direct employment and revenue of cultural industries, ignoring the indirect effects created by the inter-industry interdependence. Despite few studies estimate economic impact of cultural industries by using Keynes multiplier, it’s not easy to operate because of the limitation to get the primary data through investigation. Fortunately, the “Input-Output Analysis” can solve both problem mentioned above.
This study has two contributions. First, we attempt to define cultural industries by classification which could be actually operated, and finally divide thirteen cultural industries into five types including mass production, live experience, mass medium, traditional good, and originality service. Second, we apply input-output table to accomplish the items below: (1) the analysis of characteristics of cultural industries, (2) the analysis of economic impact of cultural industries, (3) discussing the inter-industry relations between cultural industries and the others by mapping the chain of value creation of cultural products and services. It is a new approach in the field of cultural industries in Taiwan.
