  • 面對人工智慧(AI)技術引發的數位革命、全球地緣政治轉型以及永續發展目標(SDGs)的挑戰,未來人才的核心素養已從單一的學科知識,演化為具備高度韌性與共創價值的「全球競合力」(Global Coopetition)。本研究旨在建構一套適用於臺灣高中學生的全球競合力教育指標檢核機制,旨在為教育單位提供具備科學實證的評量工具,並作為新課綱下課程發展、教材研發與教育政策擬定之關鍵指引。
    本研究採取系統化的三階段質量混合研究設計:第一階段,立足於全球發展趨勢與數位轉型脈絡,透過國內外文獻分析,歸納全球競合力之理論框架,並邀請6位國際教育領域專家進行腦力激盪,建構初步理論模型。第二階段,運用模糊德懷術(Fuzzy Delphi Method, FDM),邀請18位跨領域實務專家進行指標篩選,確保指標具備高度的專業共識與科學信度。第三階段,透過層級分析法(Analytic Hierarchy Process, AHP),精確計算各推動向度之權重分配,並進行重要性與適切性(I-A)分析,建立具層次感的指標體系。
    本研究不僅產出了一套兼具理論厚度與實務強度的全球競合力教育指標系統,更為臺灣高中階段在培育學生應對 AI 時代「競爭與合作並行」的國際化浪潮中,提供了明確的行動框架與政策參考指標。

    This dissertation develops an education indicator system for global coopetition competence among senior high school students in Taiwan. Responding to generative artificial intelligence, digital governance, global interdependence, and sustainability challenges, the study addresses the lack of a scientific mechanism for examining how schools cultivate students' ability to compete and cooperate in global contexts. A multi-stage mixed-method design was adopted, including literature analysis, expert brainstorming, the Fuzzy Delphi method, the analytic hierarchy process, and importance-appropriateness analysis. The results established a hierarchical framework with five dimensions, ten sub-dimensions, and thirty indicators. The five dimensions are language and culture, interdisciplinary integration, digital technology, campus sustainability, and international citizenship. The highest weighted dimensions were interdisciplinary integration, campus sustainability, and digital technology. Key indicators included teachers' technology-related professional development hours, daily-life bilingual conversation hours, green building ratio, green energy ratio, per-capita recycling weight, and sustainability-related teaching hours. The study concludes that global coopetition competence is not merely exposure to international activities; rather, it is a school-based capacity system that transforms language, technology, sustainability, civic awareness, and interdisciplinary resources into action.
