  • 企業競爭愈趨激烈,策略的應用自然成為組織發展的重要關鍵,企業在不同環境下,適用的策略並不相同,即便環境條件相同,仍會因所擁有資源的不同而有所差異。再者,現今環境變遷日益迅速、科技快速發展,市場的不確定性亦大幅提升,因此,企業欲於此競爭環境下求生存,則必須仰賴更精準且正確的策略。企業若能根據制定策略的過程,分別評估組織外部與企業內部環境,配合環境不確定的程度與組織內部的基本能耐,來挑選合適的策略並加以執行應用,勢必能提升組織績效。然而,至今尚未有一套完整評估策略之模式,輔助企業挑選合適的企業策略,且過去學者探索相關議題皆採用質性研究方法,鮮少以量化的數學模型來求解。故本研究將從企業策略為企業成敗關鍵之角度出發,深入探討策略與企業之間的關係,採用資源基礎理論(resource based theory, RBT)與價值鏈(value chain),作為評估模式變數的依據,並透過模糊理論多準則決策方法(fuzzy multiple criteria decision making, FMCDM),來建置對應策略的不同模式。本研究採用廣受學者探討與業界應用之Miles and Snow事業策略型態,建立可提供學術單位與企業界一個宏觀、周延與整合性的策略衡量架構,以支援企業在不同情境下,評量策略實施所需之數學方程式,成為輔助企業在不同的組織架構與競爭環境中,挑選出最適用企業策略之利器。研究建置之策略量化評量模式,藉由企業內部資源及能耐與外部環境不確定性、產業吸引力,衡量其與策略配適之程度,以作為輔助企業制定策略之依據。

    The key to winning is making appropriate decisions in the right time, as well as maintaining competitive advantages in the environment filled with uncertainty and violent competition. The strategy will be different and must be flexible in the different condition, even the environmental condition is same, and it is still different because of the resource’s diversity and rarely. Therefore, enterprise should have the ability to make accurate and correct strategy for surviving or keeping the competitive advantage in this stage. According to the process of formulating strategies that evaluate external and internal organizational environment with the degree of uncertainty and organizations’ capabilities, select an appropriate strategy to be implemented and applied can enhance the organizational performance. Obviously, a comprehensive strategy making model is necessary for enterprise. In addition, the previous researches about this topic are used to adopt the qualitative method. It’s rare to create a mathematical model for solution development. Thus, this study is first begun from the idea that the strategy is the crucial point for enterprise’s success. In order to deeply explore the importance of strategy for an enterprise, next exploring influence factor based on the resource based theory (RBT) and value chain to be the index of this model, and then combined with fuzzy multiple criteria decision making (FMCDM) to model the evaluation of competitive strategy.
    The model of evaluating business strategies is focused on Miles and Snow’s strategy, the model development processes considerate the resources and capabilities of organizations, the uncertainty of external environment and the industry attractive. The model helps the companies to understand what situation they have and give some advices to choose the suitable strategy.
