台灣過去所劃設之海洋保護區數目眾多,據漁業署2015年之統計,從最寬鬆的多功能使用到最嚴格的禁止進入,面積約佔臺灣12浬領海面積47%,雖然多有法令依據,但其實際效益與劃設之必要性,仍是非常值得深入探討的問題。而在台灣眾多類型的海洋保護區之中,以保護水產生物多樣性為主之「漁業資源保育區」目前共有27處,但早期劃設漁業資源保育區大多是為了提升魚苗放流的成效或保護特定物種,並未從生態系的觀點進行保護,而且這些保護區多設立於二、三十年前,故許多保育區設立的目的已不存在,有重新評估及修正之必要。
因此,本研究運用衛星遙測技術與地理資訊系統做結合,並以國外相關海洋保護區案例作為劃設之基礎概念,蒐集並分析此範圍海域內的海表水溫、海表葉綠素與產卵場圖資,希望能解析出漁業資源保育區劃設位置之選址指標,提供台灣漁業資源保育區一個新的劃設概念。旨在提高漁業資源保育區的實際效益,同時也能契合最近期2014年第六屆國家公園大會之建議-「對提高海洋保護區的空間覆蓋率和有效性制定明確的計畫與指南」。
本研究之研究範圍為台灣東北部海域,以「漁業資源」作為海洋保護區之主要保護標的,透過地理資訊系統的套疊分析,由「海洋鋒面熱點」與「產卵場」交集所得的「重要保護區」為台灣東北海域魚群之重要棲地與產卵場所。再利用漁獲資料對海洋鋒面熱點與魚群棲地之相關性進行驗證,得知兩者間有高度相關,因此能做為漁業資源保育區之主要劃設參考,並透過漁船航程紀錄器評估擬劃設範圍對當地漁業之影響。期望透過地理資訊系統,以圖像方式呈現區劃位置之依據及其重要性,強化各權益關係人對海洋保護區之瞭解認知,進而減少衝突與爭議,達到成功劃設保護區之目的。
Planning Marine Protected Area (MPA) is one of the simplest and most efficient ways to rescue marine biodiversity and fishery resources. In Taiwan, there are many kinds of MPAs including national park and Fishery Resource Conservation Zone that purpose to protect marine biodiversity. Because these Conservation Zone were almost established in twenty years ago, the initial goals are necessary to be examined with revision of spatial planning.
Therefore, this study applies Geographic Information System (GIS) that integrates the satellite-derived images of Sea Surface Temperature (SST) and Chlorophyll-a (Chl-a) concentrations and extracted oceanic fronts from those images. Fish nursery grounds are also combined for preliminary zoning scheme of Fishery Resource Conservation Zone. In addition, fishing data is used as an indicator for assessing the correlation between oceanic fronts and fish habitats. Finally, fishing boat Voyage Data Recorder (VDR) is used to examine the potential effect of fisheries activities in the proposed planning area. The researchers are desirable to provide a new concept of planning. This study not only improves the practical benefits and the spatial coverage of MPA, but also to reveals a different plans and guidelines of MPA referring to the islands-based zoning approaches.
