組織結構與工作流程是企業體質的主要部份,綜觀台電公司在國營體系長久經營發展下,完整的科層組織已建構功能性的垂直分工,但也因為組織部門功能分明,造成工作流程處理僵化,影響到工作流程中所產生之知識及經驗資產傳承不易。
以目前處於滿足顧客需求為導向的環境中,企業經營需要「快速」及「敏捷的反應力」,而知識正是主導這些關鍵的因素,因此台電公司如何打破組織藩籬,將知識及經驗予以累積及再利用,可以藉由知識管理的協助來整合知識資產,以活化企業知識。
本文主要針對台電公司面對用戶第一線的配電業務單位-區營業處為例,藉由知識管理的運作模式,將區營業處主要服務產品-「提供用戶用電」整體產品生命週期當中,受理、設計、施工、顧客服務等流程所產生的知識,透過知識管理雛形的探討並結合資訊科技及區處既有資訊環境做整合運用,以形成經驗分享、知識累積的知識管理平台,讓區處員工能進行知識分享及知識創新等活動,強化區處知識交流,提昇技術能力。
The organizational structure and the working process are the main part of an enterprise. With a long history of running under the state operated system, Taiwan Power Company has established the functional vertical specialization through the integrated hierarchical organization. However, the strict functional division of organizational sectors makes the working process inflexible, and puts negative effects on the transmission of knowledge and experience during the working process.
Nowadays, in the customer-oriented environment, the enterprise operation needs “high speed” and “swift reaction”, and the knowledge is the factor dominating those keys. Therefore, Taiwan Power Company can surmount the organizational hedge, accumulate and reutilize knowledge and experience, and integrate knowledge assets through the knowledge management to activate the enterprise knowledge.
This thesis takes the district business office of Taiwan Power Company, the power distributing unit directly facing the customers, as the example, using the operation mode of the knowledge management to integrate and utilize the knowledge arising from the working processes like registration, design, construction and customer service during the whole life cycle of providing customers with power, i.e. the main service offered by the district business office, by means of discussing the prototypic form of knowledge management and combining the information technology with the existing information environment of the district business office. And this thesis aims at forming a knowledge management platform to share experience and accumulate knowledge, where the employees of the district business office can carry out lots of activities like knowledge share and innovation to strengthen the knowledge exchange among the employees of the district business office and improve their technical skills.
