本文以歷史研究途徑為取向，以文獻分析法與二手資料分析法，蒐集2004~2008年間關於反貪腐運動的相關資料，欲從社會運動的角度分析反貪腐運動中「天下圍攻」的發生原因、過程、影響和結果，並結合貪腐的理論分析其發生原因。以及過程中又有何重要因素影響了運動的結果？文中以集體行為論、資源動員論、政治過程論、相對剝奪論、價值累加理論、新社會運動論等來分析「天下圍攻」的過程，檢視透過何種理論最能完整解釋反貪腐運動。並透過分析運動對政治面、法律面、社會面之影響，對運動的結果作一評估。研究發現，這次的貪腐事件與過去貪腐現象不同，第一家庭成員涉案情形也是台灣首次發生，加上內部反貪腐體制的失靈，讓民間的反貪腐力量因此應運而生；「天下圍攻」最主要目標未達成的原因初步認為是決策規劃上的問題，而運動的最終目標雖然沒有達成，但引起社會廣大迴響，參與人數也達到社會運動的新高，所產生的影響極大。

The research way of this text is history approach, secondary analysis and index analytical method, besides, making research by collecting data about the anti-corruption movement during the year from 2004 to 2008. The purpose of this text is to account and analyze the reason why the movement happened, the course, influence and the result of the movement with the theory of social movement.
In addition, to analyze the cause of this movement with corruption theory and exploring vital factors affecting the outcome of this anti-corruption movement “Tian Xia Wei Gong”. Those theories analyzing the course of “Tian Xia Wei Gong” include theory of collective behavior, resource mobilization theory, theories of relative deprivation, value-added theory and new social movement theory.
At last, to explore what theory could explain this movement completely and analyzing the influence of movement from the political, law and social aspect is another purpose of the text.
It is found that there were many aspects of profound impact on society since the anti-corruption movement stared. The corruption scandals of first family are different from before and giving rise to discontentedness of the masses. In addition, the failure of the regime for anti-corruption in Taiwan enlarged the discontentedness.
Although this anti-corruption movement “Tian Xia Wei Gong” does not accomplish its major goal, it still attracts many people to anticipate in and influence on many aspects. The fault of the plan may be the vital factor of failure.
