  • 藥品的品質攸關人民的健康安全,因此,政府近年來積極建構完善的藥品供應鏈體系,而全球化的趨勢導致藥品供應鏈分工越來越複雜,但為確保藥品品質,藥品管理應涵蓋藥品整的生命週期,近年來,政府積極爭取成為國際性的藥品組織以利於與世界接軌,而台灣正式於2013年1月1日起成為國際醫藥品稽查協約組織(The Pharmaceutical Inspection Convention and Pharmaceutical Inspection Co-operation Scheme, PIC/S)成員後,不僅使台灣藥業品質再更上層樓外,在藥業稽核系統上,亦可受到國際間組織會員的認可,讓台灣向國際上更邁向一大步。  
    本研究為探討藥品優良運銷規範的實施,對於藥品供應鏈的成員其影響及相關因應策略為何,因此採用個案研究法訪談個案製劑藥廠以及物流協力廠,分析其雙方對於法規的實施影響(副作用)以及相關衝突,並模仿P.Z.B服務缺口模式,進一步分析顧客(製劑藥廠)與服務提供者(物流協力廠)兩者期望認知。
    在本研究分析可知,其GDP法規的實施,物流協力廠需投入較大資源以滿足顧客需求,以提升本身競爭力,而製劑藥廠執行程度較物流協力廠為落實;而在模仿P.Z.B服務缺口模式下,期許物流協力廠能夠提供的服務與可達到期望服務是有落差的;最後,在GDP法規的實施,製劑藥廠與物流協力廠雙方主要衝突為價格調整、配送時間與模式以及法規執行度。

    Recently, the issue of pharmaceutical supply chain has received increasing attention. Pharmaceutical quality plays a crucial role in addressing the issue of pharmaceutical product lifecycle management. (LCM) The purpose of this study investigates the impacts of implementing Good Distribution Practice (GDP) on the pharmaceutical supply chain members and the effects of applying the PZB Gap Service Quality Model developed by Parasuraman, Zeithaml and Berry (1985) on organizational conflicts of interest. Using a case study method, this paper applies the PZB Gap Model of Service Quality to analyze the impacts of organizational conflicts of interest and then to determine the coping strategies. Results from this study revealed that the major conflicts of implementing GDP regulations between pharmaceutical manufacturers and the logistics suppliers are: (a) price adjustment; (b) delivery time and model; and (c) the effective regulation of GDP. Based on these findings, this paper suggests that the logistics suppliers should invest much more funds in order to satisfy customer demand and to enhance its competitiveness.
