  •   「供應鏈管理」已在多數的產業創造出良好的管理績效,體現出營造業未來導入供應鏈管理無可避免的趨勢。而供應鏈的合作夥伴也就是「供應商」素質的優劣也就成為整個供應鏈管理成敗的「關鍵因素」。而優良供應商的獲得,有賴於建構一套客觀而有效的評估模式,以期在眾多的評估項目中篩選出關鍵性的評估指標,使得企業組織對優良供應商的評選作業,能在可接受的合理作業時間與成本之內達到最大的效用。

      本研究以台灣營造業為母體,利用「因素分析(Factor Analysis)」及「層級分析(Analytic Hierarchy Process,AHP)」法,從眾多的供應商評估項目中篩選出交期、價格、品質…等十項關鍵性之評估指標,並計算其相對權重值,設計出營造業選擇分包商的評鑑表,供營造業選擇分包商的評選作業參考。

      本研究發現國內營造業選擇分包商前十項關鍵因素中的「交期」、「價格」、「品質」、「服務」四項關鍵因素的重要性排序,與目前產業在供應鏈管理與全球化市場趨勢的現代化管理浪潮下,逐漸重視「品質」與「服務」,大有取代「交期」與「價格」成為供應商選擇最重要考量因素的趨勢不甚相符。國內營造業選擇分包商最重要的考量因素,仍相同於1970年代,在傳統買方與賣方尚為競爭關係的概念下,選擇供應商最重視的「交期」與「價格」因素。

      另外,本研究亦發現相對於國內外製造業,「作業控制能力」為營造業選擇分包商的獨特關鍵因素,分析其原因,係因為相較於製造業,營造業施工地點不固定且大都需在戶外作業,因此營造業的工作環境受氣候、環境、地質等外在因素的影響,較製造業具有更高的不確定性。因此,為了能夠順利準時地完成工程,營造業自然會較製造業更加重視分包商的「作業控制能力」。

     “Supply Chain Management” has achieved good management performance in many industries; therefore, it is an unavoidable trend for the construction industry to introduce supply chain management. The quality of the cooperation partner of the supply chain, that is, the supplier, is the “key factor” of the success or failure of the whole supply chain management. However, the acquisition of excellent supplier depends on an objective and efficient evaluation model so that some key evaluation indexes can be sorted out from many evaluation items, finally, the evaluation operation of an enterprise on excellent supplier can be the most cost-effective in an acceptable and reasonable operation time and under controlled cost.

     The construction industry in Taiwan is used as the population in this study, “factor analysis” and “Analytic Hierarchy Process, AHP” are used to sort out 10 key evaluation indexes such as: delivery, price, quality, etc. from many supplier evaluation items, moreover, their relative weighted averages are calculated, and finally, an evaluation table for the subcontractor selection of the construction industry is designed to be used as a reference for the evaluation operation in the construction industry.

     The order of importance of the four key factors, such as “delivery”, “price”, “quality”, “service”, of the top ten key factors of the subcontractor selection by the domestic construction industry is found in this study, it does not quite meet the trend of the supply chain management, globalization market and modern management, under such trend, “quality” and “service” gradually replace “delivery” and “price” to become the most important consideration factors of the supplier selection. The most important consideration factors for the subcontractor selection of domestic construction industry are still the same as 1970’s, under the concept of a competitive relationship between traditional buyer and seller, that is, “delivery” and “price”.

     Besides, this study finds, as compared to domestic or oversea manufacturing industries, “operation control capability” is the unique key factor for the subcontractor selection of the construction industry. This is because, as compared to the manufacturing industry, the operation sites of the construction industry are mostly unfixed and outdoor; therefore, the working environment of the construction industry is more uncertain than the manufacturing industry due to its high dependence on factors such as climate, environment, geology, etc. Hence, in order to complete an engineering project smoothly and in time, the construction industry emphasizes more on “operation control capability” of the subcontractor than the manufacturing industry.
