論文題目:非營利組織之志工管理~以奇美博物館為例

非營利組織近期發展快速,亟需組織志工的參與,俾彌補人力缺口,但非營利組織志工不同於一般營利事業機構,其不求金錢及物質福利。本研究以非營利組織奇美博物館為案例,採用質性訪談方式探討志工管理的關鍵成功因素,並依研究結果提出非營利組織在志工管理上之建議。
為深入瞭解志工自我管理運作方式,本研究從志工的發展、運作、以及志工所扮演的個人角色切入進行個案研究,深入訪談二位志工、三位志工幹部,並結合館方出版品及國內外相關文獻,研究發現:
一、 使命與熱情為志工參與服務的動機,因此志工對組織及創辦人的認同,係志工願意在服務崗位上奉獻服務的關鍵因素。
二、 志工管理需注意志工個人成長的需求,滿足其參與學習的慾望。
三、 志工管理需注意其社交及自我實踐的需求,適時給予志工肯定,對志工具有強大的激勵效果,可提升其持續參與的動力。

Abstract
Title: Volunteer Management for Non-for-profit Organizations—The Case of Chi Mei Museum

Non-for-profit organizations have developed rapidly in recent years. Their demand for volunteers has also increased steeply in response to labor shortages. However, in contrast to for-profit organizations, non-for-profit organizations do not pursue monetary profits or materialistic benefits. This study examined Chi Mei Museum, a non-for-profit organization, and adopted qualitative interviews to explore the organization’s success in volunteer management. Recommendations for non-for-profit organizations in terms of volunteer management are proposed according to the study results.
To gain a deep understanding of the self-management approach adopted by volunteers in the museum, a case study was conducted from the perspective of the development, operations, and personal roles of volunteers. In-depth interviews were performed with two volunteers and three volunteer supervisors, in addition to reviewing publications released by the museum and domestic and foreign literature on related topics. The study conclusions are summarized as follows:
(a) Passion and obligation to complete their missions are the main motivations prompting volunteers to provide services to the museum. Their identification with the organization and museum founder also motivates them to serve as volunteers.
(b) Volunteer management should focus on volunteers’ needs for personal development by fulfilling their learning needs.
(c) Volunteer management should focus on volunteers’ needs for social interactions and self-actualization. Praising volunteers on a regular basis can exert a strong incentive effect that encourages them to continue to participate in volunteering activities.

Research objectives:
Using Chimei Museum as an example, this study examined how nonprofit organizations (NPOs) could manage their volunteers to facilitate volunteers’ continuous commitment to an organization and aimed to provide solutions for the low volunteer recruitment rates and problems observed in volunteer management and talent retention in NPOs.
Literature review:
The present study was underpinned by studies discussing the definition of NPOs, purpose and motivation of volunteering services, volunteer management, and encouragement theory. Studies have suggested that to boost organizational efficacy, NPOs should develop strategies that increase volunteer participation, enhance organizational cohesion, and encourage volunteer motivation to work according to the characteristics of organizations and volunteers.
Research methods
This study employed a qualitative approach, identified problems through in-depth interviews, and aimed at providing a reference for future practice in this field.
Research limitations
Analyses of the in-depth interviews and data were limited by our interpretation abilities and the duration of the research period. Furthermore, we could only conduct analyses on the information we collected; specifically, this study failed to include analyses on the organization’s volunteer management from its initial stage to its current stage. Accordingly, applicability of the study results is limited.
Research analysis:
1.The sense of responsibility and enthusiasm were volunteers’ motivations to participate in volunteering activities, indicating that their identification with organizations and founders enhances their willingness to contribute.
2.Regarding volunteer management, organizations should focus on volunteers’ needs of self-growth and satisfy their desire to learn.
3.Organizations should emphasize the social and self-realization needs of volunteers; additionally, they should demonstrate recognition of their volunteers, thus strongly encouraging volunteers and facilitating their continued participation.
Research conclusions
1.NPO volunteers’ identification with organizations and founders was the main source of their sense of accomplishment and main motivation for their willingness to volunteer.
2.NPO volunteers fulfilled their desire to learn and achieved happiness by helping others while serving.
3.NPO volunteers received a sense of honor and enhanced their organizational cohesion during their services.
