居住問題近年為我國極度重視之議題,有論者認為我國的房價所得比逐年攀升,需要花費將近10年的所得才能夠購買一個安身之所;另有認為現今不再是以所有權檢視居住權利的年代,若能有妥善的法律保護網,租屋也何嘗不是一種更為彈性的好選擇。本研究深入分析我國社會住宅及租賃住宅的法定規範機制,探討其中存在的問題及其成因,檢視我國現有規劃得改善之處,並參考新加坡及奧地利兩國之案例,提出相應的改善建議。本研究將從法律及政策制定、執行機制、資金支持及永續經營等方面進行探討,針對問題進行全面的分析,並納入電信信令人流統計及非自有住宅戶數等官方數據進行社會住宅興建區位盤點,以期能更有效地解決相關問題,提出對於社會住宅及租賃住宅制度健全發展之建議,促進住房市場的穩定發展,實現社會公平與居住權利的保障。
In recent years, housing issues have become a highly prioritized topic in Taiwan. Some argue that the house price-to-income ratio has been rising annually, requiring nearly ten years of income to afford a place to live. Others believe that ownership should no longer be the sole measure of housing rights in the modern era. With a well-established legal protection framework, renting could serve as a more flexible and viable alternative. This study conducts an in-depth analysis of the legal framework governing social housing and rental housing in our country, identifying existing issues and their underlying causes. It examines areas for improvement within the current system and draws insights from case studies in Singapore and Austria to propose relevant policy recommendations. The research explores various aspects, including legal and policy formulation, implementation mechanisms, financial support, and sustainable management. By conducting a comprehensive analysis of these challenges, the study aims to propose strategies for the sound development of social and rental housing systems, ensuring a stable housing market while promoting social equity and the protection of housing rights.
