本研究旨在探索公私合作(PPP)模式與大眾運輸導向發展(TOD)策略在台灣社會住宅供應中的應用,以應對當前住房供應不足和房價高漲的挑戰。研究目的包括分析PPP模式對於吸引民間機構參與社會住宅建設的影響、探討TOD與社會住宅的整合應用及其優勢,以及研究政府與民間機構間的風險分擔機制。研究方法採用文獻回顧、國外案例分析與深度訪談,通過對荷蘭與英國案例的分析,提煉出可供台灣參考的策略與措施。研究結果顯示,透過提供政策誘因如稅務優惠、土地支持及透明的合作框架,政府可以吸引民間參與,提升社會住宅的供應量和品質。因此建議台灣政府在未來推進PPP與TOD模式時,應注重政策激勵、社會效益評估及合理風險分擔,以促進社會住宅的可持續發展與住房公平的實現。
This study aims to explore the application of the Public-Private Partnership (PPP) model and Transit-Oriented Development (TOD) strategy in social housing supply in Taiwan to address the challenges of insufficient housing supply and high property prices. The objectives include analyzing the impact of PPP on encouraging private sector participation, investigating the integration of TOD with social housing, and examining the risk-sharing mechanism between the government and private entities. The research employs literature review, case analysis, and in-depth interviews. Findings suggest that government incentives, such as tax benefits, land support, and transparent collaboration frameworks, can effectively attract private investment, enhancing both the supply and quality of social housing. The study recommends focusing on policy incentives, social benefit evaluation, and balanced risk-sharing to promote sustainable development and housing equity.
