企業競爭力是由企業核心潛能發展而來,企業建構核心潛能的主要目的是為了要達到企業之策略性目標。因此,成功的策略不僅要建立在企業現有的核心潛能之上,更要能夠協助企業去發展新的核心潛能。
然而,在全球化競爭的環境下,許多企業都面臨如何去尋找本身未來核心競爭力的課題。但企業對於本身所擁有的潛能仍無法完全確認,對於核心潛能的決策也無系統性的架構分析。再者,許多企業的事業單位,因事業性質的差異,大都專注於自身的事業,無法與其他公司分享人力、資源和潛能,結果造成企業無法有效地整合企業的潛能成為未來的核心競爭力。此外,更徒增成本和資源的閒置及浪費。
本研究所提出的核心潛能決策系統,乃是為了協助管理者決擇企業未來發展的核心潛能。此決策模型參考了許多學者的理論,主要融合了Ansoff(1990)的核心潛能決策模型和模糊理論,並以Visual Basic程式語言架構一套決策支援系統的軟體雛型以供管理者使用。為了驗證本系統在實務上的效益,本研究邀請一家知名的企業進行系統測試,並針對使用者做一深入訪談,檢討和分析本系統在實務操作上的利弊。
經測試結果證實,本系統確實能在決策過程中,針對不同的潛能組合及時地分析,並能協助管理者有效地進行決策,節省許多複雜的計算時間。此外,在系統的使用上,界面的設計美觀、操作容易,對話框的訊息更讓使用者能掌握系統的使用狀況,故本系統深具親切和互動性。由最後系統分析的結果發現系統的決策亦滿符合管理者心中的預期,故本系統的接受程度佳。
