With the ever-changing information technology, operational related information is delivered in the ways of transparent and high-speed mode. Besides that, dynamic and highly uncertainty market demands cause more intensive competition between organizations. Therefore, the key factor to promote sustainable enterprises is that whether managers can leverage the core competency during the product life cycle. The core competency can be efficiently identified to improve the effectiveness and efficiency of resource allocation to response more quick changes in competitive environment, thereby enhancing core competencies to achieve competitive advantage. Under different product’s life cycle, this study adopts balanced scorecard (BSC) to measure the competency and performance of a firm. In addition, when the state of organizational competency is ambiguous, manager can’t clearly identify the core competencies of their organization. Therefore, this study integrates the results of expert interview and the concept of fuzzy set theory to build an approach to identify organizational capabilities for developing the competencies. Moreover, data envelopment analysis (DEA) is applied to acquire the best combination of resources and capabilities. The appropriate strategy can allocate available resources and capabilities during different product life cycle, which will help the top management to make better decisions.
