  • 隨著資通訊技術的進步以及新冠疫情的衝擊,遠距服務逐漸成為一種新的生活模式。為滿足民眾在居家隔離期間的就診需求,政府逐步鬆綁相關法規限制,進一步促進了台灣遠距醫療的發展。同時,這一趨勢也加速了醫療行業的數位轉型,為提供遠距醫療服務的資通訊業者帶來了巨大的商機。
    本研究以遠傳電信作為個案研究對象,該公司是台灣主要的電信業者之一,並透過結合5G、AIoT及雲端資安技術,發展多元化的智慧醫療解決方案。本研究透過深入訪談遠傳電信智慧醫療部門的主管及資深業務同仁,獲取初級資料,並結合作為次級資料,探討遠傳如何在遠距醫療市場中與其他利害關係人協作共創價值。本研究同時深入剖析共創過程中的挑戰與困難,並根據研究發現,為未來的遠距離醫療產業發展方向提出具體建議。

    This study explores how public-private collaboration enables value co-creation in the context of smart healthcare, using Far EasTone Telecommunications (FET) as a case study. In response to challenges such as unequal access to medical resources and the digital transformation of healthcare, FET has partnered with government agencies, hospitals, and local stakeholders to develop and implement digital healthcare solutions, particularly in rural areas.
    Drawing on the theoretical framework of value co-creation—focusing on agency, collectivity, and collaboration—this research investigates how FET not only provides technological support but also actively engages in cross-sector dialogue and coordination. Through qualitative methods, including interviews and document analysis, the study reveals that FET acts as both a technology enabler and a strategic partner in addressing social issues related to healthcare accessibility.
    The findings indicate that public sector actors play a crucial role in creating favorable policy environments, while FET contributes to the design of replicable and scalable digital health systems. The study highlights how multi-stakeholder cooperation facilitates mutual trust, shared goals, and institutional innovation, offering valuable insights into the governance of public-private partnerships in emerging service ecosystems.
