本研究主要是探討綠島居民對生態旅遊發展之態度，分析目前綠島觀光及未來推行生態旅遊所面臨之問題，提出提升居民支持生態旅遊發展的可行性對策，達到永續生態旅遊發展。透過收集居民態度理論、居民態度案例等文獻，瞭解目前綠島居民態度與生態旅遊之關聯性。並運用居民對生態旅遊發展之問卷調查配合現場勘查，了解居民對政府推動生態旅遊發展的看法。問卷內容包括居民基本資料、對生態旅遊的認知、對未來生態旅遊的看法，以及居民對新觀光發展之見解與看法等4 個部分，藉由問卷內容之分析得到綠島居民對生態旅遊發展之態度呈現。本研究分析結果顯示，綠島居民對生態旅遊發展可分成認知、規劃發展，以及居民參與三方面問題。針對此三方面，本研究提出因應策略如下：(1)發展認知方面：提升居民對生態旅遊的認知，避免居民受限自身對生態旅遊認知的不足而導致不正確的態度。(2)規劃發展方面：發展具有當地特色之生態旅遊規劃策略，藉由建置具有特殊意象的遊憩景點，建立符合居民需求的生態旅遊發展方式。(3)居民參與方面：建立居民參與生態旅遊發展機制，透過建立適當溝通與參與管道，來增加居民參與生態旅遊發展與規劃的機會。本研究所提出之對策，能有效提供綠島未來在發展生態旅遊時，將居民態度一併納入發展考量中，使生態旅遊在推動上能落實於綠島觀光產業。

This study is to investigate impact of residents’ attitude on eco-tourism development of the Green Island, analyze elements causing the problems, and propose efficient modifying strategy, so on to obtain sustainable eco-tourism development. This study begins from collecting literature regarding attitude’s theory and previous cases to summarize connections between residents’ attitude and eco-tourism.Using Questionnaire survey which includes four parts: basic information of the residents, awareness of eco-tourism, eco-tourism in the future views, as well as the residents’ views of tourism about the new insights and development and consequent analysis, evidence and tendency of residents’ attitude of the Green Island are obtained.The present analysis indicates that residents’ attitude of the Green Island toward eco- tourism can be classified into three aspects, namely, cognition, planning development, and participation.The corresponding modifying strategies are (1) improving cognition: Awareness enhancement of the residents can avoid limitation of the development of eco-tourism made by incorrect decision due to lack of knowledge.(2) planning development: By setting up recreational sites with special image and satisfying residents’ needs, the developing planning strategy with local characteristics can be obtained.(3) residents’ participation: By adopting appropriate channels for communication and participation, residents’ participation mechanism can be established, and residents’ attending eco-tourism development and planning opportunity are increased.Based on the present study, incorporating residents’ attitude into consideration of eco-tourism development can effectively implement and promote tourism industry of the Green Island.
