正確快速的轉診電子病歷為醫療院所跨組織的一種資料交換，因為透過有效的轉診病歷系統，將能使轉診制度更有效率，也能使醫療分級制度更加落實。一般常用HL7/XML作為跨平台的實務操作。

　　本研究更引入了目前多被應用在線上教學的同步多媒體整合語言（SMIL，Synchronized Multimedia Integration Language）的技術，將各種格式的醫學影像也融入電子病歷內，藉由此技術轉診病歷可整合各種醫療影像讓轉診醫院醫師參考，可增加病歷的可讀性和加強轉診醫生的看診正確性。本論文所提的以SMIL/XML技術實現含醫學影像的轉診病歷系統，其系統所產生的轉診資料都符合XML標準，亦對SMIL整合相關轉診醫學影像的動作有所分析，將一份病歷從建立到變成一份含醫學影像的轉診病歷的作業流程都納入本論文的系統設計範圍中，希望本研究所提之電子化轉診機制，可供醫療資訊系統對電子病歷轉診作業的完整性。

　The correct and speedy electronic referral patient record is a kind of inter-organization data exchange system between hospitals. It provides one patient for diagnosis reference with more effectiveness. It also makes the medical treatment classification system be more workable. Usually, the practical operating is using HL7/XML technology.

　We propose to apply SMIL (Synchronized Multimedia Integration Language) technology as it is usually used for on-line education to process a variety of medical image in electronic patient records. We can implement the referral patient record including medical images by means of the technology for referral physicians. It will improve the readability of patient record and the validity of diagnosis. The proposed referral data not only conforms to XML standard, but also integrates all process of using SMIL technology to collect and analyze the related medical images. The information processing as well as its operation flow for building a referral patient record including medical images are designed and implemented in this project. We hope the mentioned mechanism can support and provide a completeness of operating referral patient records in healthcare information system.
