  • 台積電是臺灣重要的跨國企業,水資源對其晶圓生產至關重要。若旱災導致水資源供應問題,將直接對台積電的產值和產能產生影響。本研究目的是探討台積電在2021年旱災中用水策略之成效,同時採用Yang(2020)《救災體系》之研究架構。三個自變相分別為資訊、資源以及組織間合作;應變項為成效,以需求以及效率性作為關鍵指標。本研究採質化研究,以個案研究法進行資料收集,並以深度訪談法與受訪者進行資料蒐集。受訪者包含四位南水署的官員、兩位地方政府的官員、一位農水署的官員、一位自來水公司的人員以及一位南科管理局的人員,以上九位人員都在2021年旱災中實際參與水資源的調度,協助台積電、政府以及民眾度過旱情。而台積電因為公司內部的保密條款,導致本研究未能對台積電的員工進行訪談。因此輔以二手資料包括新聞以及台積電公佈的永續報告書等資料進行分析。主要有六項發現。首先,台積電和社會大眾間存在資訊不對稱與不透明的問題。第二,乾旱預警系統效率不足,有些預警資訊沒有被很好的揭露。第三,水資源僅能勉強滿足台積電的資源需求,不足的水資源須由水車協助運送。第四,再生水廠建置效率低落,在2021年旱災時僅有一座再生水廠勉強運轉供水。第五,組織間的競爭關係導致合作的需求無法被滿足,發生台積電和政府的建築人力資源爭奪以及公司間爭奪再生水資源的情形。最後,組織間的溝通以及信任不足導致合作效率不佳,再生水的三方簽約以及政府部門在再生水廠建置上的協調不佳影響組織間合作的效率。

    Taiwan Semiconductor Manufacturing Company (TSMC) is a vital multinational corporation in Taiwan, and water resources are crucial for its semiconductor production. Water supply issues resulting from drought could directly affect TSMC's output and capacity. The purpose of this research is to explore the effectiveness of TSMC's water resource strategy during the 2021's drought. Yang's (2020) "disaster management system" framework was conducted in this research. Three independent variables include information, resources, and inter-organizational cooperation. The dependent variable is effectiveness, which needs and efficiency are used as main indicators. This research utilizes a qualitative research approach, employed a case study for data collection and analysis, involving in-depth interviews with key interviewees. The interviewees included four officials from the Southern Region Water Resources Branch, two officials from local government water bureau, one official from the agricultural water management bureau, one official from a water company, and one official from the Tainan Science Park Administration. All nine of these officials actively participated in water resource management during the 2021 drought, assisting TSMC, the government, and the public in coping with the water shortage. However, due to TSMC's internal confidentiality policies, this study was unable to conduct interviews with TSMC’s employees. Therefore, secondary sources such as news articles and TSMC's publicly available sustainability reports were used in this study. There are six research findings. Firstly, there was information asymmetry between TSMC and the public. TSMC’s water resources information was not transparent enough. Secondly, insufficient efficiency of drought early warning system, with some warning information underutilized. Thirdly, water resources barely met TSMC's needs, necessitating water truck deliveries. Fourthly, the efficiency of constructing reclaimed water plants was low, with only one barely operational during the 2021 drought. Fifthly, Inter-organizational competition had led to unmet cooperation needs, including competition for construction human resources between TSMC and the government and competition among companies vying for access to reclaimed water resources. Finally, insufficient communication and trust lead to inefficient cooperation. The three-party signing of contracts for reclaimed water and poor coordination among government departments for reclaimed water plant construction negatively affected inter-organizational cooperation efficiency.
