"非政府援外"是一重要研究方向。近年來，台灣非政府組織數量不斷地增加與發展，主因在於國內在1980年代之後整個政治民主化改革及經濟高度成長，使得民間社會力日漸茁壯，人民更有餘力和條件去關懷本土及海外弱勢者。本研究主要是針對當政府的角色無法滿足人民需求時，政府及市場制度均失靈下，非政府組織在援外的角色扮演。因此，本研究以單一地區東南亞為研究範圍，採取實際訪談和問卷調查研究，並以制度與治理網絡分析架構探討台灣非政府組織長期從事東南亞國際發展與援助的三個組織─台北海外和平服務團、知風草文教服務協會、佛教慈濟慈善事業基金會，它們在東南亞援外工作上所扮演的角色與功能、目前發展的現況與面臨之問題以及與政府間互動關係分析。
　　透過本研究分析發現中小型的援外組織或稍具規模的援外組織，即使開始與國際產生接軌，但也並非不可取代，國際層面上來看，成果是非常有限的。而在國內層次上，政府於1996年開始嘗試與援外非政府組織接觸的做法雖已是一大突破，但制度環境的缺陷，不論正式或非正式制度，在沒有改善的情形下，政府能協助非政府組織仍然有限；所以，本研究最後分別在四個面向上提出政策建議：一、非政府組織經費的來援與募集方面；二、非政府組織與本國政府的互動方面；三、非政府組織、受援國和國際組織的互動方面；四、從事東南亞援助的非政府組織本身。希冀在台灣非政府組織援外上能更具成效。

　　The foreign aid from non-governmental organizations is an important research. The increasing number of international aids from NGOs in Taiwan in the recent years was largely due to Taiwan’s economic achievement and political democratization since 1980s. Taiwan’s rich society given from the world has started to devote herself to international society, especially caring the people in Southeast countries. The purpose of this thesis is to explore the roles played by NGOs in Taiwan with regard to the human care affairs for Southeast Asian people and development. The thesis intends to adopt questionnaire and interview methods, combining with governance network and institutionalism theory, for analyzing three Taiwan’s NGOs: those are TOPS, FRA and Tzuchi.
　　The research findings suggest that Taiwan’s NGOs have used to well connect with government’s international aid policies, which are expected to establish a well aid institution between the government and the NGOs. By way of NOGs’ aid doings towards Southeast countries, Taiwan would effectively improve her informal and unofficial foreign relations with those countries instead of being isolated from them. Furthermore, four dimensions of findings and strategies for receiving foreign aid problems are worth mentioning: One is from NGOs’ own funding; Second is about the increase on interactions between NGOs and Taiwan’s government; Third is to increase interactions among NGOs, recipient countries, and INGOs; Finally is from NGOs per se.
