沒有人希望災害發生，而當職業災害發生的時候，罹災者是誰，我們又能如何預防及應變呢？安全管理工作需要大家的共同努力和遵守，每個人都是家庭的重要支柱，必須健全的活著，一個家才會完整。台灣營造工程產業及相關專案的風險遠高於其他產業，其職業災害發生機率亦往往高於其他產業，因此在執行專案，專案安全管理的不可或缺性及有效性顯得更為重要。
本研究以C公司專案安全管理作為主要探討，彙整近年來專案安全管理相關文獻，應用層級分析法(Analytic Hierarchy Process, AHP)，參酌游家凱(2015)、蘇正長(2013)、宋振宇(2017)及湯雅帆(2020)等人之文獻編修發展專案安全管理關鍵成功因素之研究架構，群集五大構面，共二十項細項指標，分別為管理階層態度、安全作業環境、勞工安全行為、矯正預防措施及勞工安全認知，以擁有4年以上C公司專案之參與人員作為問卷發放對象，針對15份有效之專家問卷進行數據收集分析及探討。
研究結果顯示，C公司專案安全管理之最為關鍵成功因素「管理階層態度」，其權重為0.264，表示管理階層態度對於專案安全管理之影響甚為重要，而二十項細項指標中，權重排序前五之依序為「積極對話，建立信任」、「個人安全素養」、「保持良好工作態度」、「支持決策，對其負責」及「以身作則，恪守法規」，「管理階層態度」之細項指標占三項，再次證明「管理階層態度」及其細項指標之重要性及影響力。
因此，管理階層態度作為最關鍵影響專案安全管理成敗之重要因素的前提下，從「管理階層態度」角度及觀點去建構合宜的專案安全管理之方針，將會使擬定專案安全管理方針事半功倍，且富有價值及真正有意義，也才能真正達到零災害的目標。

The incident will be the last thing that everyone hopes, but what can we do and how can we do? The work of safety management needs everyone’s effort and compliance. In Taiwan, the construction industry and construction projects always exist high risk than other industry due to its working type. So, it is absolutely important and necessary to pay high attention on the safety management during the construction.
Taking C company’s construction project as main research in this study, to collect relevant literature of construction safety management of recent years. Reviewing and editing the structure of the key factors of successful project management to comply with C company current status. The structure including 5 groups such as the attitude of management, safe working environment, worker safe behavior etc.
Inviting 15 experts who get involved in C company construction projects at least 4 years to fill-in the questionnaire. By applying Analytic Hierarchy Process as the analytical method to the data analysis
The result shows that the key factor of C company project safety management is the attitude of management, its weight is 0.264, it means the attitude of management to project safety management is quite important. Listing 20 factors of project safety management, analyzing and summarizing TOP 5 factors are “Positive communication to establish the trust”, “Personal safety cognition”, “Positive working attitude”, “Support the ideas and be responsible for it” and “Follow the regulation and give a lead”, it is quite interesting that TOP 5 factors, the attitude of management involves 3 of them, so again, it proves that the attitude of management is the key factor of project safety management.
So, start from the view of the attitude of management will be a good idea to build up the safety management strategies, and the project will execute smoothly and effectively to achieve the goal of “zero harm”.
