本論文以研究德國社會住宅自工業革命後的住宅興建模式與政策發展脈絡為主軸，同時也加入英國與荷蘭之社會住宅發展狀況，以反應歐洲不同國家的情形。歐洲在歷經第一次世界大戰、第二次世界大戰，在社會環境與建築理論的影響之下，為住宅政策與社會住宅形式設計帶來了諸多影響。

工業革命之後，在歐洲城市之中湧入了大量的勞工並產生嚴重的居住問題，使各國政府、社會學者、都市規劃師及建築師等人開始尋找可以解決的方式。烏托邦社會主義者的改革、霍華德的花園城市、都市更新的推動、住房合作社的形成，成為社會住宅發展的起點。在第一次世界大戰前後各國開始重視工人之居住空間，使社會住宅成為現代住宅運動所聚焦的核心項目之一。在二戰過後，歐洲各國面臨了更大型的住宅短缺問題，引進了機能城市的規劃手法，也在後續引發了更多的居住問題，並持續改革至今日，而德國在這一系列的改革之中始終具有一定的領導性。

台灣歷經戰後的國宅政策後，在2012年《住宅法》正式通過之後，社會住宅成為現今住房政策之主流，並以台北市與新北市為主要推動城市，至今仍有許多政策與建築規劃上待調整之處，因此本研究在最終將闡述台灣之社會住宅之問題，並借鏡德國提出台灣可參考之處。

This thesis primarily focuses on the development of housing policies and housing construction of German social housing following the Industrial Revolution. Aiming at showing the differences within Europe, the countries Netherlands and Great Britain are used as comparative case studies. Following both world wars, the severe changes of the social circumstances and the development of architectural theories resulted in a variety of changes in housing policies and the planning methods of social housing. Social housing in contemporary Taiwan is the major housing policy for solving the housing problems in urban areas. The conclusions of this thesis address the issues of social housing in Taiwan and refer to German precedents as potential advice for Taiwan’s housing circumstances.
