面對資訊科技的快速發展、全球化運籌管理的趨勢以及知識經濟時代的經營環境,現在的企業正面臨前所未有的衝擊與挑戰。因此,企業如何透過策略性的考角度思考資訊科技的導入乃是現今當務之急。如果企業因為導入資訊科技反而抹煞了原有的競爭優勢,絕對是不可行的。因此本研究依據Ansoff and McDonnell(1990)提出的資訊科技策略規劃過程,建構『資訊科技策略支援決策系統』,以協助企業在進行資訊科技策略規劃時,評選出與企業策略配適的資訊科技策略、予以執行,提昇企業的競爭優勢。其結果可幫助決策者規劃出符合企業的核心能力、配合企業內部流程及外部競爭現況、以及符合企業內外部使用者期望的資訊科技策略方案。
本研究利用模糊多準則決策理論,建立在不確定性環境下的決策支援系統架構。本研究之實作系統可供企業應用於資訊科技策略方案評選,不僅同時由顧客、競爭者、社會政治群體、和企業內部狀況,階段性的去考量企業導入資訊科技時的技術可行性、經濟可行性、競爭狀態及企業的狀態;並可處理資訊科技策略決策中因資訊不足或資料本身模糊性而產生的不確定性問題,以提昇企業對資訊科技策略的決策能力。
由本研究實作系統之模擬某公司導入資訊科技之範例,可以得知在三個資訊科技中,沒有一項資訊科以可以在所有階段中皆勝出。這個結果並不出乎意料,在企業實際導入資訊科技時,選用的資訊科技並不一定在每一個評估層面都非常完美,因此決策者必須在各階段互有優劣的幾個方案中,有所取捨。
本研究所提出的『資訊科技策略支援決策系統』與『模糊多準則決策理論』,相當適用於企業執行資訊科技導入方案之決策。決策小組成員只要依序填入對各項資訊科技衡量指標之重要程度及同意程度,即可得出各項資訊科技在各階段之評分,及最後整體之總評分。
