在現代專案管理領域中,專案成功與否的關鍵往往取決於對特定環境和需求的充分掌握與適應。不同類型的專案呈現多樣性,特別是在工程領域中,新建工程專案和改建工程專案是兩大主要類型。新建工程專案代表著由無到有的 全新建廠,而改建工程專案則意味著對現有設施或系統進行改造、升級或擴建 等改建性質的專案。
隨著產業的不斷發展,工程專案已成為企業營運中不可或缺的一部分。然而,新建工程專案和改建工程專案在執行過程中面臨著不同的挑戰和需求。鑒於兩者在目標、執行過程和影響因素等方面存在顯著差異,如何針對這些差異性進行適切應對成為專案管理中的重要議題。
本研究採用問卷調查和專家訪談的方法,針對新建工程專案和改建工程專案的關鍵成功因素進行調查和分析。問卷分析結果顯示,除了前三名皆有適當 的資金/資源、專案經理的協調能力與有效的領導力外;新建工程的前十名關鍵因素中有高階管理層的支持、客戶、專案經理的能力/權限及明確的組織及職責敘述是改建工程中未列入前十名的;而改建工程亦有實際可行的時程、專案經 理的情境管理能力、擁有明確的邊界及專案那個行動的相依性等關鍵因素是新 建未列入前十名的。可見兩者在專案執行中的挑戰和需求存在差異。與專案管 理專家訪談的結果進一步強調了改建工程專案在專案經理的協調能力、情境管理能力方面和高階管理層支持的重要性,以應對複雜的現有設施和生產狀況。
此外,在對各構面的深入研究中,發現新建工程和改建工程在重視專案目標和時程可行性、專案經理權限和情境管理能力、團隊溝通、經濟環境和技術 環境等方面存在顯著差異。這種差異性為組織制定針對不同類型專案的策略和 計劃提供了有力的依據。總的來說,本研究填補了對改建工程專案關鍵成功因 素的研究空白,並深入探討了新建工程專案和改建工程專案之間的差異。研究結果為專案管理實務界提供了有益的指導和建議,同時豐富了專案管理學術界對於不同類型專案的理解。這些研究結果對於組織可以針對不同類型的專案環境中來擬定策略和計劃,以實現持續創新和持續保持競爭優勢。
In the realm of modern project management, project success heavily relies on a thorough understanding and adaptation to specific environments and requirements. Different types of projects exhibit diversity, especially within the field of engineering, where two primary categories stand out: new construction projects and plant retrofit projects. New construction projects involve the creation of entirely new facilities, while plant retrofit projects entail modifying, upgrading, or expanding existing facilities or systems.
As industries continue to evolve, engineering projects have become an indispensable part of corporate operations. However, executing new construction and plant retrofit projects presents unique challenges and demands. Given the significant disparities in objectives, execution processes, and influencing factors, effectively addressing these differences has become a pivotal issue in project management.
While there are some comprehensive research efforts focused on critical success factors for new construction projects, studies related to plant retrofit projects remain relatively scarce. Additionally, there is a lack of in-depth exploration into the distinctions between these two project types, as well as a deficiency in conducting comparative analyses of their key success factors. Therefore, the primary objective of this study is to bridge this research gap by conducting thoroughly investigating into the variations in critical success factors between new construction and plant retrofit projects. This undertaking aims to provide valuable management insights for both project management practitioners and the academic community.
