  • 隨著政府業務從傳統紙本儲存逐步轉向廣泛應用資訊化處理,交通部公路局運用車輛動態監控系統,作為管理遊覽車客運業行車安全的重要工具。透過將持續性監控概念融入日常業務,不僅協助遊覽車業者提升自主管理效能,亦有助監管單位對高風險車輛進行有效掌控。然而,該系統在安全管理方面仍有不足之處,如何善用科技技術進行重點式安全管理已成為至關重要的課題。
    本研究經綜整遊覽車相關安全管理構面及重要因素,檢視動態監控資訊平台的各項功能,並透過層級分析法(AHP)建立層級架構與評估準則。隨後,透過問卷調查收集產業界、政府單位和學術界的意見,進行統計分析以獲得評估準則的權重值與重要性排序。考量到系統仍處於發展階段,本研究運用重要性績效分析(IPA)理論基礎評估系統功能的完整性,透過分析有效運用遊覽車安全管理資源,以提升遊覽車安全控制與監管的整體效能。研究結果將提供政府機關和遊覽車業者作為安全管理參考,並回饋至遊覽車動態監控系統,作為未來系統滾動式檢討和改良的依據。
    研究結果顯示,駕駛人管理在整體目標構面中具有卓越地位,表明其對提升遊覽車安全管理的重要影響力。在資源和經費有限的情況下,本研究針對各評估準則提出優先改善、安全強化、安全穩定、功能過剩、使用評估以及可忽視區等具體策略方向和改善建議,充分考量系統功能的完整性和現有狀況,加強運輸業者的自主管理和責任感,從而保障遊覽車運輸安全。

    The Directorate General of Highways has embraced the Vehicle Dynamic Monitoring System as a key tool in the transition to digital information processing, focusing on the safety management of tourist buses. This system incorporates continuous monitoring into everyday operations, assisting bus operators in enhancing their self-management capabilities while enabling regulatory bodies to effectively oversee high-risk vehicles. However, the system still has significant gaps in its safety management features, necessitating targeted technological improvements. This study consolidates essential safety management dimensions and evaluates the system's functionality using the Analytic Hierarchy Process (AHP). To accurately weigh various evaluation criteria, feedback from industry professionals, government agencies, and academic experts was gathered through a comprehensive survey and statistically analyzed.
    Given that the system remains in a developmental phase, Importance-Performance Analysis (IPA) was employed to assess the completeness and effectiveness of its functions. The findings underscore the pivotal role of driver management in advancing tourist bus safety. Additionally, the study provides strategic recommendations for system enhancement, focusing on areas such as priority improvement, safety enhancement, and safety stabilization.
    These insights are intended to inform ongoing and future improvements to the system, thereby supporting government agencies and bus operators in bolstering safety management practices and ensuring the safe operation of tourist bus services.
