負載頻率控制在發電運轉過程中,係維持電力供需品質及可靠度相當重要的控制模式。當電力供需不平衡時,將導致系統頻率偏移,電力公司藉由自動發電控制模式來做為系統頻率的調節。隨著發電事業逐步自由化,維繫電力品質及穩定度的即時電力供需調節,可視為一種以成本為考量的輔助性服務商品。為評估各種可能因素對於電力公司發電控制的影響並量化其運轉成本,本文提出系統控制誤差模型,並利用此一模型來評估負載特性對於頻率控制的影響。本研究經由系統模擬,驗證其模型應用於評估負載變動、機組及局部地區的頻率響應等因素對發電效能的衝擊及合理備轉容量配置的可行性,其結果將有助於電力調度中心評估備轉輔助服務市場的參考並提供量化成本費用的依據。
Load-frequency control (LFC) is one of the important operational processes in maintaining power quality and system security. While the power imbalance leads to a frequency drift due to the mismatch between generation and demand, utilities use automatic generation control (AGC) to compensate the power imbalance and regulate system frequency. With generation now being deregulated, power and frequency regulations are considered as operation commodities with associated costs. To evaluate factors that may affect LFC/AGC performance and quantify the operation costs, this thesis establishes system control error (SCE) model and uses it as a reference to gauge various impacts on the performance of AGC. Simulation results validate the feasibility of using SCE algorithm in assessing impacts of load changes, unit and local area’s frequency response, also with its application to the allocation of the rational spinning reserve. The proposed method is beneficial for dispatch center to assess quantitative cost of reserve market in a deregulated electrical power environment.
