鑒於國際間對於環境保護、減少碳排放量等意識提高,增加對綠色能源的接受與依賴,台灣是島嶼國家,在能源方面的產量需仰賴進口,因此過往透過使用石化燃料與核能進行發電,對環境產生龐大負擔,為減輕對於傳統燃料的依賴,開始了綠色能源的使用。台灣過去在綠色能源的使用在風力方面以陸上型風力發電機組為主,隨著國外陸續完成離岸風力發電的開發,台灣也開始將離岸風力發電技術引進,開始於苗栗竹南與彰化濱海一帶進行離岸風力發電場的開發設置工作。
離岸風力發電為透過設置於海面上的風力發電機組進行發電,其裝置尺寸、規模、發電效益皆大於陸上風力發電。亦因其規模大、又設置於海上,進而延伸如船舶航行、漁民權益、視覺景觀等議題。本文將透過文獻回顧、問卷調查、資料分析等研究方式,進行我國第一個離岸風場的研究。查國外資料,於離岸風場設置後發展觀光產業具有可行性,遂擬於我國苗栗竹南離岸風場進行相關研究。並設定三個問題面向如離岸風場發展觀光的支持度;離岸風電在設置上之視覺因素;以及設置離岸風場之政策溝通公民參與等,為本文於問卷調查中欲探究之項目。
本研究透過蒐集501份有效問卷進行分析,採用敘述性統計、卡方檢定、獨立樣本t檢定、因素分析等分析方法。得出四項結果:1.在視覺等可感受因素的存在並不影響離岸風電發展觀光。2.離岸風電政策之推動需要良好公眾參與。3.離岸風電發展觀光產業具可行性。4.發展離岸風電可以產生綠能效益。並於文末提出三項建議如加強公眾溝通效能、加速離岸風電政策推進、積極輔導風場所在產業發展觀光等,作為日後政策推動之參考,或未來研究可參酌之基礎。離岸風力發電在我國會逐漸成為能源轉型的主流,惟在武漢肺炎的影響下,國外技術人員的入境、國際原物料價格都將成為阻力。未來在疫情受到控制後,離岸風電產業會持續發展,根據研究結果,將離岸風電場周邊轉型發展觀光,對於當地經濟、環境品質是有所改善。而產業的轉型與發展觀光,更是被普遍填答者所接受,顯見離岸風場發展觀光產業有其可行性存在。
The offshore wind power becomes important in the world. The development of offshore wind power may affect coastal residents and coastal industry. Therefore, most of the research articles indicated the following findings: (1) the potential visual effects of the seascape; (2) the opportunity for industrial transformation from coastal industry to tourism; and (3) the public participation in policy.
In this study, questionnaire survey was conducted to investigate the local resident’s opinions on these three aspects. The issues concerned by the public are explored based on these three aspects. The questionnaire was distributed in the Dragon Phoenix fishing port in Zhunan, Miaoli. There are lots of tourists attracted by the scenery of sunset and offshore wind farm in this fishing port. The questionnaire was distributed to these tourists and also distributed via the online internet. There are 501 effective questionnaires were obtained. The quantitative data was analyzed using the statistical methods including descriptive statistics, chi-square test, independent sample t test, and factor analysis. Results from statistical analysis indicated the four findings summarized as follows.
1. Tourism and the development of offshore wind power are not affected by visual and other perceptible factors.
2. Public participation are indispensable in promotion of offshore wind power policy
3. The development of offshore wind power benefit tourism industry.
4. Offshore wind power is beneficial in the development of green energy.
These results indicated that the development of tourism for offshore wind farms will improve the local economy and environmental quality.
