本研究利用綠色產業概念，透過對於高雄港營運之環境管理現況進行探討，
試圖對於阻礙高雄港營運環境推展綠色管理的主要因素進行分析，影響高雄港實施
綠色管理的因素包括：(一)綠色觀念尚未落實，反應在管理階層與基層員工對於環
境保護的重要性認知不足，以及環境保護活動參與意識薄弱方面。(二)尚未建立完
整的綠色管理發展策略體系，從綠色管理理念有待融入產業文化之中、缺乏綠色管
理整體規劃以及港區環境保護設備建設無法與生產發展同步可見其端倪。(三)商港
管理機構組織不完善，致使管理體制與職責有待進一步整合，而港區環境品質的管
理力度也須加強。(四)綠色投資與技術研發不足，從環境投資比例偏低、環境保護
設施的使用與管理尚待整合，以及環境保護技術研發投入不足等現狀可發現。
本文所提出建立高雄港綠色管理的策略則包括：(一)建立綠色產業文化，可
從提高人員綠色環境保護意識以及建構學習型組織等方面著手。(二)完善組織機構，
可從釐清職責關係、強化組織創新、整治管理體制以及提昇環境保護人員素養等方
面著手。(三)制定綠色發展目標與整體規劃。(四)提高清潔生產水準與通過環境管
理認證，可從積極輔導港區全部產業獲取環境管理認證，並且推動清潔生產流程等
方面著手。(五)建立健全綠色管理制度，從逐級負責與責任目標著手，落實綠色商港規劃管理與環境保護設施管理工作。(六)綠色技術研發與應用，應加強裝卸與儲
運、污染處理、環境保護以及環境監測技術。
本研究顯示利用綠色產業概念，從商港營運之環境管理方面著手，進行港埠
產業整體綠色化，最終將達成高雄港永續經營的目標。

In this study, green industry concept is applied to the environmental management
of Kaohsiung Harbor. Difficulties of promoting green industry are analyzed, and
strategies to green management are proposed.
Factors affecting Kaohsiung Harbor implementing green management include: (1)
green concept has not yet been carried out, that reflects insufficient recognition and
participation of environmental protection and activities in management stratum and basic
unit staff.(2) complete green management development strategy system has not been
established. It can be seen from lack of green concept in industrial culture and overall
planning, as well as equipment of environmental protection is not kept the same pace as
production development. (3) management institution needs to be reorganized,
management mechanism and responsibility needs to be integrated, and management
enforcing on environment quality needs to be strengthened. (4) insufficient green
investment and technical development. It can be seen from low investment,
environmental protection facility and management need to be integrated, and insufficient
technology research and development.
The green management strategy proposed for Kaohsiung Harbor includes: (1)
establishing green industry culture that can be started from enhancing consciousness of
personnel about environmental protection and constructing learning patterns. (2)
perfecting institutional organization that can be undertaken from clarifying responsibility,
strengthening organization, intensifying management mechanism, and promoting
personnel capability.(3) formulating green development objective and overall planning.(4)
enhancing clean production standard and adopting the environment management
authentication, that can be proceeded from positively counseling entire port area
obtaining authenticate, and promoting clean production process.(5) establishing sound
green management system, starting from ranking responsibility and objective, realizing
green commercial harbor planning, and supervisory work of environmental protection
facility. (6) developing and application of green technology by strengthen loading and
unloading, storage and transport, pollution processing, environmental protection, as well
as environmental monitoring technology.
The present study shows that by adopting the green industry concept, starting
from environmental management of the commercial harbor operation, and then applying
green industry, eventually will reach the objective of sustainable operation.
