  • 企業的競爭力主要來自於組織的能耐與資源的發展,而能耐是整合公司資源,並運用這些資源產生生產力的技能。有效地區別出資源與能耐,以協助企業擁有獨特競爭力,企業將可依此發展出有效的策略,並且透過該策略的執行,來協助企業建立新的核心能耐與資源。
    然而,在遽變的環境之下,大多數企業無法有效去確認本身擁有的能耐,也缺乏一系統化的分析架構,以致於資源與能耐未能整合,而公司的策略發展在無前兩者配合的基礎下,亦無法健全。
    本研究所提出的整合管理能耐之投資策略決策支援系統,主要包含兩大部分。第一部份融合Ansoff and McDonnell(1990)所提出的管理能耐診斷模型,並引入模糊理論,針對模型中的屬性以模糊偏好關係來做權重修正。第二部分則針對診斷出的目前能耐與預期能耐間的缺口,使用模糊數學規劃來做策略方案的選擇。並且使用網頁式基礎的技術,架構一決策支援系統雛形,以供管理者使用。

    Business competence principal comes from the development of organizational capabilities and resources. The capabilities are skills that integrate all of a business’ resources and make use of these resources to raise productivity. By differentiating resources and capabilities effectively, businesses are able to obtain their own unique competence and develop effective strategies. As a result of enforcing these effective strategies, business can create new resources and capabilities.
    Nowadays, most businesses are not able to confirm their holding capabilities effectively, and also lack a systematize framework to analyze. Thus, business resources and capabilities cannot be integrated.
    This study provides a portfolio decision support system that integrates management capabilities, and this involves mainly two stages. First, the study focuses on the management capabilities model provided by Ansoff and McDonnell (1990) and modifies the attributes weight of the model with fuzzy preference relation. Then, according to the management capability gap, it uses fuzzy mathematics programming to select strategies portfolio. Finally, this study implements a web-based decision support system prototype to help managers make decision more efficiently.
