  • The planned Road 1-4 development through Jiading Wetlands, Kaohsiung, Taiwan, which is an important black-faced spoonbill habitat, has been a highly contentious issue locally for years. The community is divided between supporters of development and preservation, and the issue is highly politicized. While existing research includes a focus on habitat, local governance, and tourism, none has looked at the role that local NGOs have played in the case. The purpose of this research was to investigate the effectiveness of a local NGO, Jiading Wetland Youth (JWY), in the context of the case. A qualitative study with in-depth interviews was undertaken, and a modified conceptual framework (Yang, 2010) was employed to evaluate the effectiveness of JWY. It was found that JWY were highly effective
    in communicating case information to their local community and beyond, contrasting with the inadequate communication protocol of the local city government. JWY’s effective communication in combination with mobilization of local resources allowed them to broaden their powerbase, build collaborations, and create more awareness of the case locally, nationally, and internationally. The research demonstrates the important role community members in local NGOs can play in bringing more awareness to controversial local land-use
    cases, and how this can be done through a multi-platform approach utilizing modern technology. Furthermore, the case discourse lacked a focus on the potential natural hazard mitigatory services that Jiading Wetlands can bring to the local community, such as flood defence and climate change mitigation. Integrating awareness of natural hazard mitigatory benefits of wetlands into the land-use decision-making process may offer a bridge for divided communities to find common ground.
